A new, but increasingly dominant figure in organized crime in the south of the country, is building a silent empire in Ksamil and Saranda, openly challenging even the old icons of this area, such as Andrea Çaushi (alias Renato Çaushi).
This is Bekim Bulica, a name known to Albanian and international justice, who is booked for a long list of criminal offenses: intimidation, illegal possession of weapons, international drug trafficking, violence, money laundering, illegal construction and active corruption.
Under monitoring for more than a year by SPAK and BKH, Bulica has consolidated his position as a dominant crime figure in Ksamil, setting up a dual structure: a luxury investment that serves as a cover and a drug distribution and money laundering network, extended in collaboration with persons involved in criminal activity.
The focal point of this scheme is the luxurious bar “Principotes & Tulum Resto Lounge”, located opposite the “Three Islands” in Ksamil. The bar was built on an occupied area on the coast, with permits obtained through corruption in the municipality of Saranda and local police structures.
In this environment, drug traffickers, internationally wanted persons and girls involved in luxury prostitution networks, known as “Dubai girls”, gather.
The restaurant is registered in the name of a relative of Bulica, through a shell company created in January 2022 with an initial capital of only 100 lek, with NIPT: M23719801I.
According to sources, this company was used to issue fictitious invoices worth hundreds of thousands of euros, which are suspected of covering money laundering transactions from drug trafficking.
Despite being under the monitoring of BKH agents, infiltrated as tourists last summer, SPAK has yet to take any criminal action, even though Bekim Bulica is subject to anti-mafia law, with a voluminous file that includes:
Arrest in France in 2021 and extradition to Albania for attempted murder of citizen FC
Corruption of the prosecutor and judge in the case, which enabled his quick release.
Participation in the plan for Arbër Çekaj's escape from prison 313 in Tirana.
Organization of the attack on police officer Ervin Fanaj and his brother, in September 2023 in the Kombinat area, due to the disruption of drug deals.
The attack group included: Bekim, Blerim, Besart and Shaban Bulica, as well as Benard Aliaj.
The file was closed without a full investigation, distorted by the prosecution.
Currently, Bulica has secured control over one of the most strategic tourism areas in the south, by seizing institutions, corrupting inspectorates and building an illegal profit line, in the heart of one of Albania's most visited destinations.
If SPAK does not react, then we are no longer facing a criminal case, but a planned institutional failure./ Pamphlet
