Rama gives Arjeta Puca, PPP for "Shota" cars, a family business

The government donates 20 thousand m² of land and 100% of the profits to a Turkish company with an Albanian name, to sell fraudulent military vehicles on behalf of NATO, but the Alliance said NO to Rama's sexism...

On February 18, 2025, the Pamphlet exclusively published that NATO had refused to be involved in Prime Minister Edi Rama's bargain with the Turkish company "Timac", directly linked to the Erdogan family, for a $50 million project involving Albania, Kosovo, North Macedonia and Montenegro.

Essentially, Rama was trying to sell as “Albanian production” a fleet of military vehicles called “Shota”, assembled by the company “Timac”, registered in Albania in the name of a 36-year-old woman from Bulqiza, Arjeta Puca.

In reality, these vehicles are a 100% mix of Turkish, Chinese, Japanese and Korean parts, but which Rama promoted with the "Made in Albania" emblem.

After the denunciation by "Pamphlet", on February 18, the fraud took official form with Decision No. 322, dated June 11, 2025, where the government authorizes the state military company "Kayo" to negotiate with a private entity for the creation of a state-private concession company, for the production and assembly of military vehicles.

According to the decision, the Ministry of Defense will hold 45% of the shares, while the private sector will hold 55%, will have 20,000 m² of state land at its disposal and will benefit from 100% of the profit for 15 years, without paying any profit tax. While the Albanian state does not benefit from a single penny, despite investing land and capital in shares.

The company "Timac" has been open to this scheme since 2024. At the EUROSATORY fair in Paris, on June 17, 2024, former Minister Niko Peleshi presented the "Shota" car together with Arjeta Puca. At the fair held in March 2025 in Athens, Rama himself presented Puca as the "Albanian manufacturer of NATO cars."

The deception went so far that Rama attempted to sell these assets to the armies of Kosovo, Macedonia, Montenegro and Albania, publicly deceiving them as if they had NATO approval. But NATO, after verification, rejected this involvement, leading to the failure of Rama's bargain and regional sexism in the name of the alliance.

However, Rama has sealed the deal: with the concession already signed, "Shota-Made in Albania" will be sold on the market under the signature of a Turkish company linked to the Erdogan family, while the Albanian state will only serve as a springboard for its legitimacy.

Beyond military vehicles, the concession also includes the assembly of ambulances and fire engines, a market that exactly matches the activity profile of the “Timac” company. Nothing is a coincidence. The entire structure is built to advance a multifaceted bargain with one-sided benefits for the company and political protection for Rama’s involvement.

The "Shota" concession is not technology. It is a classic sequence of certified robbery, disguised as a national success. And for this, NATO did not take a single step back./ Pamphlet
