Six years after the 2019 earthquake, Edi Rama brings Blendi Gonxhe and Mirela Kumbaro back to the stage; two names symbolic of tender abuses, to sign the financial balances of the reconstruction and to close the government's old deals with papers...
With Decision No. 550, dated October 1, 2025, Prime Minister Edi Rama appointed the Minister of Tourism, Culture and Sports, Blendi Gonxhe, and the Deputy Minister of Education, Mirela Kumbaro, to the Board of the Albanian Development Fund, where over 70% of public investment funds with large monetary values are concentrated.
But just a week later, with Government Decision No. 569, dated October 8, 2025, Rama appointed both ministers as members of the State Commission for the Reconstruction Process.
Six years after the earthquake of November 26, 2019, the Prime Minister considered the reconstruction process complete and decided to draw up a financial balance sheet of investments. To do this, he reactivated the State Reconstruction Commission, which was formally tasked with organizing, administering funds and overseeing the implementation of projects, while tenders and allocations of funds were made directly from the Prime Minister's office.
In the new composition of this commission, Rama has introduced two of his most trusted people, known for the numerous abuses of tenders and public assets during the 12 years of socialist power: Blendi Gonxhen and Mirela Kumbaron. The purpose of their appointment is clear; drafting and signing the financial balance of the expenditure of 1.2 billion euros that were given for the reconstruction of damaged housing.
According to "Pamphlet" sources within the Ministry of Finance, the commission will prepare the final financial reports, which will then be signed by ministers Gonxhe and Kumbaro according to Rama's instructions. The heads of the municipalities of Tirana, Kamëz, Vorë, Durrës, Krujë, Kurbin, Shijak and Lezhë, the implementing units of the reconstruction projects, will formally sign the final reports.
The balance sheets will be finally sealed by the director of the Albanian Development Fund, Dritan Agolli, and will finally be signed by the Minister of Finance, Petrit Malaj.
For Edi Rama, it doesn't matter how many houses have been rebuilt and how many families have been settled, but only that the spending of 1.2 billion euros collected from international donations and loans is justified with official documents. There are suspicions that millions more euros will be added to this process, presented as additional funds from the state budget, to finally close the government's old bargains./ Pamphlet
