A week ago, the fish trafficker Gjergj Luca, made the "amber bravery" before SPAK, because he is not being arrested like his accomplice Pëllumb Gjoka, hoping to clean up crimes, theft of state assets, fiscal fraud and affairs with Prime Minister Edi Rama .

However, SPAK has only arrested Pëllumb Gjoka, one of the former "soldiers" of Gjergj Luca, with whom they broke up later, accused of money laundering and ordering murders, but they are not touching the fisherman Luca, the former boss of the mafia group. .
Luca, a trafficker, says that he did not steal any state property, but through his friend Prime Minister Edi Rama, on October 30, 2015 and March 29, 2017, he took 104,727 m2 of land and objects and the tunnels of the state reserve base in Labinos of Elbasan worth 1 Euro.
On July 25, 2019, the trafficker Gjergj Luca took for a total value of 1 Euro, the former military ward in Çekrez of Gramshit, with an area of 28 thousand 860 m2 and a free use term for 20 years; while on June 21, 2023, the government sold it to him for "5 Lek" in violation of the law.

The trafficker, Gjergj Luca, has received the Xara Lake in Vrina of Saranda for free for 30 years, where he does fish business and mussel cultivation, without paying any tax or profit to the state, as well as 5 marine areas for fishing and rasati development in Vlora, Saranda of Kavaja.
It received 1.3 million Euros from the agricultural funds that the EU sent for agriculture; while for 11 years, the Customs has been paying 2.5 million lek rent per month, for 1 office in the Port of Shengjin.
Since June 2020, Prime Minister Edi Rama has granted the concession for the management of the Fishing Port in Durres, in partnership with a gang of cocaine traffickers, 2 of whom were arrested on November 30, 2023 in Italy, without any tax.
