
Edi Rama's government is attempting to reactivate the Italian university college "WISDOM", previously closed for selling fake diplomas, using the trick of changing the name and formal owners. Minister Ogerta Manastirliu has secretly approved the application of the previous owners, openly challenging the law and the government's decision to close this educational institution...
The case of the Italian university college "WISDOM" clearly proves that the Rama government is kicking the crime of fake diplomas out the door, only to bring it back in through the window, using the classic trick of changing the name and formal owners.
By decision of the Council of Ministers No. 588, dated September 25, 2024, the university college “WISDOM” was suspended and its license was permanently revoked, after the massive sale of fake diplomas was discovered. The decision was proposed by the Minister of Education, Ogerta Manastirliu, and was considered a positive step in the fight against corruption in higher education.
But a complaint filed with SPAK reveals that Minister Manastirliu has simultaneously initiated secret negotiations with the Italian owners of "WISDOM", spouses Savino Cianci and Lucia Catalano, to reactivate the university under a different name and format, but with the same real owners and unchanged criminal interests.
On April 14, 2025, Manastirliu tacitly approved the previous owners' application to open a new university college. By law, the new name of the institution will only be revealed after the documents are submitted to the Central Academic Council, making it a perfect maneuver to disguise the real identity of the institution closed for academic crimes.
The deception of the government and the ministry is also revealed by the fact that the "WISDOM" college still continues to be active in the CKB register with three different names: "Italian College of Tirana", "Italian University College of Tirana "Arlind" and "WISDOM", even though the government decision provides for immediate deregistration after publication in the Official Gazette.
In complete violation of the law, Minister Manastirliu has neither suspended academic programs nor concluded the administrative closure procedures of the institution, keeping it open in secret for clear corrupt interests.
According to sources, Manastirliu is preparing to soon submit to the Council of Ministers a proposal for the reopening of this university, which will in fact be the same fake diploma business that flourished before, but now with a new name and a different formal face.
This scandal repeats that of 2014, when the university college "WISDOM" had its license revoked for diploma forgery and academic fictitiousness, but then Edi Rama and former minister Lindita Nikolla restored it, accrediting 4 branches and 13 study programs, despite serious legal violations. / Pamphlet
