Another financial and moral scandal shakes the socialist administration in Fier.
Mayor Armando Subashi and the director of "Albpetrol", Eltar Deda, a former SP MP, have included in public tenders a company owned by a person with a criminal past for international drug trafficking.
It concerns the company "VESA 2014 Sh.pk", owned by Edison Sali, a businessman from Vlora with a criminal record in Albania and Italy, who was part of the same structured criminal group with Agron Xhafaj, the brother of former Interior Minister Fatmir Xhafaj.

Despite this fact, the Fier Municipality and the state-owned company "Albpetrol" have awarded dozens of high-value tenders, the latest of 274 million lek for the supply of electrical materials, signed on October 2, 2025.

Specifically, the director of "Albpetrol", Eltar Deda, awarded "VESA 2014 Sh.pk" the tender worth 99.8% of the limit fund, practically without competition, repeating the pattern of well-known abuses that have turned public tenders into instruments for laundering criminal money.

The Public Procurement Law clearly prohibits entities involved in criminal activities from participating in tenders. Even if a company wins a contract and later turns out to be connected to crime, state authorities are legally obliged to cancel it immediately. But in Fier, state rules apply only to ordinary citizens, not to friends of power.
According to data from the National Business Center and tender files, Edison Sali lives and operates in Vlora, where according to investigative sources, he still collaborates with old trafficking "colleagues", including Agron Xhafajn. Meanwhile, the official address of his company in Fier is the same as that of the company "AGA-1 Sh.pk", owned by his relative, Renato Sali (Çami), another name known to the police and justice, currently under investigation by SPAK for drug trafficking, hostage-taking, extortion and ordering murders.
This entity also turns out to be the beneficiary of several public tenders worth millions of euros from the Municipality of Fier, the Municipality of Roskovec and "Albpetrol".
In this clear network of corruption and capture of public institutions by elements of the criminal world, the socialist state of Fier seems to have decided to share the citizens' budget with the traffickers who finance it in elections./ Pamphlet
