The court has demanded the defendant Ilir Beqje as the head of the concession. Will Altin Dumani act, to put an end once and for all to the affair of two SPAK prosecutors, Ened Nakuçi and Edvin Kondili, and to show that he is not under the orders of Edi Rama and has not pocketed a penny from the check that Ilir Beqja gave?
The inviolability of former minister Ilir Beqja proves that SPAK is desecrating the constitutionality and morality of the new justice, acting with double standards even at the highest levels of the government.
The fact that they are not taking defendants and not arresting the former minister Ilir Beqja, for the affair of surgical equipment, creates doubts that the prosecutors and the heads of SPAK have received large checks from him; are connected to other dirty interests, or are commanded by the prime minister, who is the co-author and beneficiary of this concession.
It has been reported in the media that the two prosecutors of the file, Edvin Kondili and Ened Nakuçi, and the former head of SPAK, Arben Kraja, received a 1 million Euro check from Ilir Beqja, to drag out the investigation for 3 years and not to include it in the surgical equipment affair group.
Faced with this serious public accusation, neither they nor SPAK as an institution, have reacted to clarify and clear themselves; on the contrary, in the file they brought to the court, they did not include Ilir Beqjen as the head of this affair worth 140 million Euros.
As it seems obvious, there is only one power: Ilir Beqje's cronies, who benefited from the concession and tenders in health, have seduced the prosecutors and the heads of SPAK, to ignore the evidence and not to touch the head of the surgical equipment concession.
There is no other explanation, the fact that Deputy Minister Klodian Rrjepaj, who formally led the concession tender by order of Ilir Beqja, was arrested, and the minister Ilir Beqja, who fabricated the concession and ordered its implementation with false tender documents, was not prosecuted.
SPAK arrested the businessman Ilir Rrapaj, who received 140 million Euros of the concession, but did not arrest the former minister Ilir Beqja, who gave it to him with false procedures, at a cost several times greater and by default before the tender was made.
SPAK has charged 6 officials of the Ministry of Health who signed the concession tender letters with measures of "house arrest" and "compulsion to appear", but has not charged former minister Ilir Beqja who has signed 22 official orders to this concession, approved the fictitious winner who is in prison and signed the contract with him.
In March 2023, the head of SPAK, Altin Dumani, stated that Ilir Beqja has been criminally prosecuted, is under investigation and will not be excluded from the file, but in the decision of SPAK on the arrests and investigative material of August 17, 2023, Ilir Beja was not nor as a person under investigation.
For what reason, or by what order, was Ilir Beqja removed from the investigation file, when he is the originator and orderer of this 100 million Euro affair?
The favoritism given to Ilir Beqje, being left out of the investigation in disregard of numerous evidences and in complete violation of the Code of Criminal Procedure, was also found by judge Erjon Bani, who relied on the operational logic of the administrative chain and on the written evidence of concession, asked SPAK for criminal proceedings against former minister Ilir Beqja.
Since this request of the court, 1 month has passed, but SPAK prosecutors have not started the criminal proceedings against former minister Ilir Beqja, following the scenario of not touching him.
Will Altin Dumani act, to put an end to this affair of two SPAK prosecutors, Ened Nakuçi and Edvin Kondili, and to show that he is not a hostage of Edi Rama, or that he has not pocketed a penny from the check he has given to Ilir Beqja?/ Pamphlet
