The presence of an Iranian delegation in Qatar on Monday, including senior members of Tehran's negotiating team, was a positive sign, a US official said, citing Qatar's mediation skills.
The United States has sought strong commitments from Iran that it will destroy its stockpile of highly enriched uranium and will not seek to build nuclear weapons. A U.S. official said Sunday that Iran had agreed in principle to those points. But Iran says it is not discussing the details of its nuclear program, leaving that for a future round of talks.
"This is one of the main sticking points in the negotiations. Things are changing by the minute," said a regional source familiar with the negotiations.
Meanwhile, Tehran has demanded commitments to lift sanctions and unlock assets that could support its struggling economy. The United States has insisted that American financial aid will not come until progress is made on the nuclear issue.
The refrain that US officials began using this weekend is "No dust, no dollars," referring to the large amount of highly enriched uranium that the White House insists must be destroyed before Iran sees financial benefits from the deal.
