Israeli Prime Minister Benjamin Netanyahu has declared that every member of Hamas was "a dead man" after the first meeting of his country's emergency government.
During his somber address on late-night television, the Israeli prime minister accused Palestinian militants of beheading soldiers and raping women as the fifth day of fighting drew to a close.
His claims of head cuts have not yet been confirmed, but rescue workers and witnesses have described horrific scenes.
Israel has continued to strike the Gaza Strip, with the enclave's residents facing ever-increasing insecurity after the territory's only power plant was shut down earlier today.
The country's blockade has blocked supplies of fuel, food, water and medicine to the Palestinian territory, leaving Gaza's 2.3 million residents without electricity, internet or running water.
Alongside Netanyahu, opposition figure Benny Gantz said it was "time for war".
But US President Joe Biden said he had spoken with Netanyahu and made it clear that Israel must "operate according to the rules of war".
The death toll in Israel has reached 1,200. More than 1,100 people have been killed by Israeli airstrikes in Gaza, the BBC reports.
Biden said he understood the anger and frustration of the Israeli people, but urged Israel to adhere to the principles of the Geneva Conventions. He also warned Iran, which has welcomed the Hamas attack, to be careful.
Earlier on Wednesday, Netanyahu and Gantz agreed to put aside a bitter political rivalry that had escalated into widespread protests.
