Their meeting comes at a time when the return of Trump has caused "fever" in Europe. The former US president has repeatedly criticized US military aid to Ukraine and has promised to end the war within a day.
Over the weekend, the Washington Post reported that Trump had communicated with Russian President Vladimir Putin, urging him not to further escalate the war, but the Kremlin has denied the existence of a call.
Also on the agenda for Macron and Starmer's discussions will be Trump's warning of a 20% tariff on US imports. Some economists have warned of the global impact of these tariffs, with a possible £22 billion hit to UK exports predicted.
