The High Commissioner of the Gaza Peace Board, Nikolai Mladenov, during a meeting with the foreign press in Jerusalem, stated that the Board is not seeking the disappearance of Hamas as a political movement, but only its disarmament. He emphasized that this condition is non-negotiable.
"We are not asking Hamas to disappear as a political movement: a political party that renounces armed activity can compete in Palestinian national elections. Our action plan allows for this possibility. What is non-negotiable is that the armed factions continue to coexist with a Palestinian transitional authority ," said Nikolai Mladenov.
He added that in areas where Hamas still controls, it is increasing its influence by taxing and oppressing people who have nothing left and by preventing the construction of new infrastructure for displaced residents. According to Mladenov, the board's plan for the reconstruction of Gaza cannot be implemented under these conditions.
" In the areas it still controls, Hamas is consolidating its grip on the population, taxing people living on the streets and left with nothing, preventing Palestinian workers and contractors cooperating with the Peace Board from building temporary communities intended to provide housing for displaced Gazans. And it does this to get better terms in negotiations, to demonstrate that nothing moves in Gaza without their permission. But you cannot build a Palestinian future with armed groups controlling the streets, hiding in tunnels and stockpiling weapons. Reconstruction cannot be achieved with militias at every turn ," Mladenov said.
He also emphasized that the Peace Board has been working since December with the intermediary countries, Egypt, Turkey, Qatar and the United States, to translate Trump's 20-point plan into a detailed plan for its implementation.
"For this reason, we have met with the Hamas delegation in Cairo many times. This is the first time that Gaza has a plan for the future. A well-thought-out plan, achievable for all Gazans ," Mladenov said.
