The first day of the trilateral summit between Russia, Ukraine and the United States ended with very few concrete details on the real progress of the negotiations.
Ukrainian negotiator Rustem Umerov said yesterday they worked "on parameters for progress toward a just and lasting peace." White House sources called it a "productive meeting."
Kremlin spokesman Dmitry Peskov confirmed that "work is progressing" but also reiterated that "it is essential to implement the Anchorage formula", meaning that Moscow remains committed to what was achieved in Alaska last summer, when Donald Trump seemed ready to give up almost anything. Zelensky explained last night that the negotiations were serious, but that today would be the most important day.
However, the face-to-face meeting that began yesterday in Abu Dhabi is in itself an important step. During the talks in Riyadh last March, US mediators moved between the two sides. The trilateral meetings are now expected to last at least until tonight and were preceded by a long series of discussions, not least the summit between Zelensky and Trump in Davos on Thursday, as well as four-hour consultations in Moscow between Putin and US envoys Steve Witkoff, Jared Kushner and Josh Gruenbaum.
The latter is a recent Trump acquisition in American business circles, director of the federal agency responsible for government procurement and advisor to the Peace Board.
It must be said that Putin's condition for full control of Donbas, with Ukraine withdrawing from the approximately 15-20 percent of the region it still controls, is very important. Zelensky himself reiterated yesterday that the "territorial issue" is at the heart of the negotiations, at least at this stage. "The Ukrainian armed forces must leave Donbas. It is an important condition; if it is not met, there is no point in hoping for a long-term agreement," Peskov reiterated.
These words convey a sense of difficulty. “Most of the issues have been resolved,” Trump, Zelensky, and even Putin assure him. But the core issues remain unresolved. This means that, despite circumstantial statements, which also aim to shift responsibility for any failures to the other side, the path to negotiations remains difficult and the war continues as fierce as ever. Meanwhile, Ukraine remains in the dark and, above all, in the cold: the energy crisis, caused by Russian bombing, is the worst since the beginning of the war.
But there is no shortage of important news. Axios’ Barak Ravid reports that US mediators led by Witkoff and Putin discussed at length the economic prospects that could see direct cooperation between the United States and Russia after a possible peace with Kiev. Politico Europe details the US and European plan to create an $800 billion fund dedicated to the reconstruction of Ukraine, which would involve public and private investors, including the World Bank and the International Monetary Fund. According to an initial draft of the project, outlined in an 18-page document published on January 22, the funding could continue until 2040.
Zelensky, pleased to note that Trump has secured a new shipment of Patriot missiles, essential for protecting the skies from Russian attacks, is in constant contact with his delegation in the United Arab Emirates, led by former Defense Minister Rustem Umerov, assisted by Chief of Staff Kyrylo Budanov and military advisor Andrii Khnatov. For the Russians, the delegation's leader is negotiator Kirill Dmitriev, assisted, among others, by the head of military intelligence, Admiral Igor Kostyukov.
