
Russian authorities located in Ukraine, in the region of Nova Kakhovka, have declared a state of emergency, after the upper structure of the dam broke and the area was partially flooded.
The decision took effect at 12 noon, according to pro-Russian mayor Vladimir Leontiev, the water level near Nova Kakhovka, occupied by Russia more than 15 months ago, is currently more than 10 meters.

About 600 homes have already been flooded, emergency services added.
The spokesman for the EU's External Action Service, Peter Stano, described the bombing of the dam in Kherson as a "brutal attack".
