Ukrainian President Volodymyr Zelensky told the Munich Security Conference that his country needs strong security guarantees from the United States for at least 20 years before signing a peace agreement "with dignity."
On the eve of talks announced for next week between Ukraine, the US and Russia, Zelensky said he hopes the trilateral meetings will be "serious and substantive", but added that it often seems as if the parties "talk about completely different things".
He criticized the fact that Washington often returns to the issue of concessions, which, according to him, are discussed mainly in the context of Ukraine, and not Russia. " The Americans talk about withdrawing from Donbass as a quick path to peace, but this is not possible. Our citizens live there ," he stressed.
Zelensky said the US has so far offered a 15-year security guarantee, but Kiev wants a legally binding agreement for at least 20 years that clearly outlines US support for a European security force that would be deployed in Ukraine after a ceasefire.
He also called for a clear date for Ukraine's accession to the European Union, noting that some European officials have mentioned 2027 as a possibility.
In Munich, US Secretary of State Marco Rubio expressed a willingness to partner with Europe, but stressed that cooperation would depend on clear conditions on climate, migration and tariffs. He declared that the US “prefers” to rebuild the world order together with Europe, but is ready to do so alone if necessary.
Zelensky expressed concern about the lack of a clear European role in the negotiations, calling it “a big mistake.” He also warned that Russia may be buying time by changing the head of the negotiating delegation.
Regarding US President Donald Trump's pressure for elections in Ukraine by May 15, Zelensky explained that elections can only be held two months after a ceasefire, to ensure the safety of voters.
The Ukrainian president also raised the issue of Russian attacks on energy infrastructure, stating that no power plant in Ukraine has been left undamaged.
Finally, he accused the Iranian regime of supplying Russia with Shahed drones, which he said had caused great damage. “ Regimes like that in Iran should not have time. When they are given time, they only cause more destruction ,” Zelensky declared.
