Serbian President Aleksandar Vučić has sounded the most serious alarm in recent years: The Pančevo Oil Refinery is operating in "warm circulation", practically on the verge of shutdown, and Serbia has only four days to obtain a salvage license from US authorities.
US sanctions, imposed on Naftna Industrija Srbije (NIS) since October 9, have plunged Belgrade into a spiral of pressure where the blow is not limited to energy: banks, the supply chain, transportation, healthcare, and the economic security of the entire country are threatened.
Vučić publicly acknowledged that if the license is not granted, Serbia faces the closure of the refinery; a scenario that is not technical, but political, and that comes as a result of Belgrade's energy ties with Moscow.
Serbia's crisis is a clear warning for the region. In the Balkans, where fuel markets are interdependent, a shutdown of the Pancevo refinery would lead to price increases, supply shortages and a domino effect in neighboring countries, including Albania.
Washington's message is clear: Serbia either aligns with the West or faces systemic consequences.
