The signing of a mineral rights deal between the United States and Ukraine appears to have been delayed by unexpected last-minute disagreements. Although the Ukrainian Prime Minister had left open the possibility of signing within 24 hours, the Financial Times reports that the process has hit serious snags after negotiations that lasted all night.
According to the Financial Times, Washington is demanding immediate signing, while Kiev is raising constitutional obstacles.

However, Ukrainian officials state that the second part requires prior ratification by the Ukrainian Parliament, making immediate signing impossible.
Diplomatic frictions and tensions
According to sources cited by the FT, the US is concerned that Ukraine’s intention to revise some terms of the agreement could reduce transparency and accountability. On the Kiev side, there is dissatisfaction with Washington’s stance. As one Ukrainian official characteristically put it, “we are afraid they will not be satisfied with anything.” Despite the difficulties, Ukrainian Prime Minister Denys Shmyhal expressed optimism that the framework agreement could be signed within 24 hours, once the final details are finalized.
Kremlin intervention
However, the Kremlin's role also seems meddlesome, as Russia earlier called on Ukraine to engage in direct peace talks, bypassing any mediation by the United States. As Kremlin spokesman Dmitry Peskov stated, "America is trying to mediate, and we are grateful for these intensive efforts. But peace must be achieved with Ukraine, not with America."
