On July 22, 2022, Minister Blendi Gonxhe appeared before SPAK for the investigation against him regarding the receipt of 150 million lek from the Tirana Landfill and millions of other lek from the government through the rental of cars by his company "Albarent", in a conflict of interest while in office.
According to the document published by "Pamfleti", based on Law No. 138, dated December 17, 2015 "On guaranteeing the integrity of persons elected, appointed or exercising public functions", SPAK is obliged to launch an investigation primarily against Blendi Gonxha for fraud in the decriminalization form.
The Minister stated that in 1996-1997 he studied in Ann Harbor, Michigan, USA, but did not specify the type of studies or his residential address. In 2005-2006 he stated that he was an immigrant in Italy and in 2006-2008 an immigrant in Thessaloniki, Greece, without providing details of residential addresses, which are mandatory by law.

The deception lies in the fact that Gonxhe hid the period 2003-2005, when he lived in Barcelona, Spain, after fleeing Albania. In November 2002, criminal proceedings were initiated against him for the deliberate opening of the Tirana Lake dam, which flooded 180 homes, 150 businesses, 90 basements and hundreds of vehicles.
In his CV as a minister, Gonxhe attempted to deceive by claiming that during 2003 he worked as an advisor to the "Rothschild" and "Packard" foundations in Albania, while he had fled to Barcelona for fear of criminal prosecution.
The question that arises is why he is afraid of declaring this period and what activities he carried out in Spain, as well as whether there are open files with the Spanish police.
In May 2005, he returned to Albania, after Fatos Nano and Ilir Meta had guaranteed him the closure of the file at the Tirana Prosecutor's Office. He immediately became involved in the SP's electoral campaign and on May 8, 2005, he gave an interview for the "Bulevardi VIP" supplement of Gazeta Shqiptare with the title "Rama cannot win without Meta and Nano".

After losing the elections, Gonxhe fled again for fear of punishment from Sali Berisha. From 2005 to 2006 he lived in Italy and then until 2008 in Greece, declaring only his immigrant status, without explaining what kind of work he did. In 2008 he returned to Albania after making peace with Sali Berisha and receiving guarantees of immunity.
He began investing in construction and fuel, and in September 2009 he created the company "Albarent Sh.pk", with activities in passenger and freight transport, travel agencies, car rentals and taxi services.
This inaccurate and manipulated data constitutes sufficient evidence for SPAK to launch an investigation into Blendi Gonxha's activities in Spain, Italy and Greece, through letter-orders and verification of the sources of wealth that he has invested after returning to Albania./ Pamphlet
