The Special Prosecutor's Office continues to fail to meet the expectations it had when it was created. This body was formed to reach out to the untouchables, but until now the stake of SPAK has been at low levels.
There are many old issues that are still not getting resolved. "January 21" turned into "ping pong" between SPAK and the Prosecutor's Office of Tirana. The navel is also an issue that is left in the air. Fatmir Mediu was sent for trial only for abuse of office, while the investigations regarding the cartridge traffic have stalled. Likewise, some other files such as that of CEZ or Partizani Complex have no development.
For this reason, the Assembly has asked the Special Prosecutor's Office to focus on files of special public interest. In a resolution drawn up for the work of SPAK, it is requested that the old files be opened.
A source from the Commission of Laws told "Pamphlet" that it is precisely about the sensational files above, for which there is no development. It is also requested by SPAK to investigate those stuck in the vetting.
" The Assembly of Albania recommends to the Special Structure against Corruption and Organized Crime, for the year 2023, in fulfillment of the duties assigned by law, to engage especially in the following directions: To increase the use of investigation techniques and the number of proactive investigations in issues of corruption of high officials, including former magistrates, and organized crime with priority issues of special public interest; To increase the number of financial and property investigations as well as the seizure and confiscation of criminal assets, resulting from criminal offenses committed in the framework of corruption and organized crime inside and outside the country", the resolution states .

It is also requested that SPAK strengthen cooperation with the High Inspector of Justice and evaluate referrals from the public, media and civil society regarding possible corrupt practices among judges, prosecutors and OPGJs of all levels as a condition to guarantee accountability and professional and ethical integrity in the justice system.
Another request of the Assembly for SPAK is to draft an Integrity Assessment Plan that contains concrete anti-corruption measures, measures on ethics and behavior of SPAK employees. The plan can stand alone or be integrated into the action plan of the Human Resources Strategy. / Pamphlet
