The joint statement of the USA and the EU for the second reform commission in Justice was nothing but a strong punch in the mouth of Edi Rama. By overthrowing from the beginning, the diabolical plan to truncate the western reform in Justice.
The American Embassy emphasizes that "We believe that the proposed process requires a coordinated, comprehensive discussion with all actors, which is key for the success of the work of the special commission, key and for our support for it."
So in simple words, the USA emphasizes that it will support a second reform in justice, only if all actors will be involved in the process. And with actors, the USA does not think of Sali Berisha and Ilir Meta. But all constitutional actors already consolidated with the justice reform.
Which are ONM, the Constitutional Court, the Supreme Court, SPAK, KLJ, KLP, all the judges who have passed the vetting as well as the two vetting bodies. This includes the School of Magistrates, which is completely managed by internationals.

The US and the EU give Edi Rama an ultimatum that if he wants to touch justice, he should touch that part of it that has nothing to do with the essence and the constitutional connection. So the International Monitoring Operation, SPAK, KLP, KLGJ and vetting should not be affected.
" The initiative must be based on the previous achievements of the reform and be in accordance with the constitutional principle of control and balance, with the findings of the reports of the analytical review of the legislation and with the commitments within the EU membership process. It must fully respect the existing relations between the Assembly and independent institutions, as guaranteed by the Constitution .
