The government has approved the indexation of pensions with the index of 13.5%, calculated according to the criteria defined in article 59, of law no. 7703, dated 1.5.1993, "On social security in the Republic of Albania", as amended.
This was approved at today's meeting of the Government. The decision states that the determined index is applied for the revaluation of the estimated base achieved through paid contributions and their revaluations, carried out until 2022, and is applied for the effect of calculating the initial monthly amount of pensions, which will be determined by starting date from July 1, 2024 onwards.
Referring to the decision of 2022, Full old-age pensions, full disability pensions and family pensions, determined in accordance with the fourth paragraph of Article 96 of Law no. 7703, dated 11.5.1993,
"On social security in the Republic of Albania", amended, with a starting date until 31.12.2014, after the date of entry into force of this decision will not be less than 10,221 (ten thousand two hundred and twenty one) ALL per month, but not more than 14,926 (fourteen thousand nine hundred and twenty-six) ALL per month.

DETERMINATION OF THE INDEXATION COEFFICIENT OF THE ESTIMATED BASE OF 2022, FOR THE CALCULATION OF PENSIONS
In support of article 100 of the Constitution and point 1, article 59, of law no. 7703, dated 11.5.1993, "On social security in the Republic of Albania", amended, with the proposal of the Minister of Economy, Culture and Innovation , Council of ministers
DECIDE:
1. The approval of the indexation of the estimated base of 2022, with the 13.5% index, calculated according to the criteria defined in article 59, of law no. 7703, dated 1.5.1993, "On social security in the Republic of Albania", of changed.
2. The index determined according to point 1, of this decision, is applied for the revaluation of the estimated base achieved through the contributions paid and their revaluations, carried out until 2022, and is applied for the effect of calculating the initial monthly amount of pensions , which will be set with a start date from July 1, 2024 onwards.
3. Cumulative indices of the estimated base, achieved through salaries for the period 1994-2022, referring to contributions paid by month in this period and reference salaries according to jobs and professions, determined by decision no. 561, dated 12.8.2005, of of the Council of Ministers, "On determining the reference salaries for the calculation of pensions", amended, according to the years, are according to appendix 1, which is attached to this decision.
4.Pas aplikimit të indeksit të vitit 2022, baza e vlerësuar për efekt të llogaritjes së shumës fillestare mujore të pensioneve, që do të caktohen me datë fillimi nga data 1 korrik 2024, nuk mund të jetë më e lartë se:
4.a) trefishi i pagës minimale në shkallë vendi, e përcaktuar me vendim të Këshillit të Ministrave, për pagat e periudhës nga viti 1994 deri në 31.12.2001;
4.b) paga maksimale në shkallë vendi, e përcaktuar sipas kritereve të nenit 10, të ligjit nr.7703, datë 1.5.1993, “Për sigurimet shoqërore në Republikën e Shqipërisë”, të ndryshuar, për pagat nga viti 2002 e në vazhdim.
5.Efektet financiare, që rrjedhin nga zbatimi i këtij vendimi, lidhen me zbatimin e formulës së caktimit të pensioneve, aplikohen vetëm për pensionet që caktohen me datë fillimi nga data e hyrjes në fuqi të këtij vendimi e në vazhdim dhe përballohen brenda buxhetit vjetor, të miratuar për Institutin e Sigurimeve Shoqërore.
Ky vendim hyn në fuqi pas botimit në “Fletoren zyrtare” dhe i shtrin efektet financiare nga data 1 korrik 2024./BW
