One of the most prominent American presidents, who will be remembered in history mainly for two things, the affair with Monika Lewinsky and the humanitarian war that liberated Kosovo, left Tirana amid general enthusiasm.
The officials who were in the front rows of the ceremony are healing their hands swollen from the applause, the curious who went to see it up close, as is done with football stars or pop stars, are confessing their impressions, while those who were at the dinner closely, alongside Clinton, are enjoying their new social status.
But, beyond these elements related to the spectacle of politics, it is important to understand the purpose and message of this private visit. Since it was an event sponsored and organized by Alex Soros, it cannot have been a routine coincidence.
It is also unlikely that the Open Society Foundation wanted to give a symbolic gift, on the 59th anniversary of his birth, to one of his best and most diligent clients. Knowing that Bill Clinton's speeches cost no less than half a million dollars, this would be a disproportionate care, for a date that was not even an anniversary.
The only political comment and the only attitude worth debating from what the former 42nd American president said in Tirana was the paragraph he articulated about Kosovo. If analyzed and deciphered word for word, it was undoubtedly a blow to the policy pursued by the current Prime Minister of Kosovo, Albin Kurti.
In Clinton's speech, the word "mistake" was mentioned for the election of four Albanian mayors in municipalities with Serbian majority, it was called that this "stupidity" should be stopped and it was emphasized that the Slavic-Orthodox minority in Kosovo needs a decent government.
At first glance, except for two or three epithets that bombarded the headlines of the local press, the former president did not make any substantive remarks. Even the Kosovo authorities admit that the elections in the north, accepted in advance by the USA and the EU, are a temporary solution.
They also have no doubt that the local Serbs should have the maximum rights guaranteed by one of the most open constitutions in this regard. They also know that creating tensions (it doesn't matter who instigates them) does not serve great compromises.
So, if you look at the essence, Bill Clinton did not make any substantial criticism of the followed policy, he was simply recruited to lobby to exert a dose of pressure, in the general atmosphere of pressure being exerted on Albin Kurti.
In this light, it must be admitted that the Soros Foundation's move was efficient and brilliant. To add to the chorus of lobbyists the voice of the president who ordered the bombing of Serbia to liberate the people of Kosovo is a "coup de maitre".
However, the question we must ask today, after Clinton's departure from Tirana, is not how many personalities or how many institutions are attached to this ensemble, but what Albin Kurti is being asked to release.
Në pyetje nuk janë as katër kryetarët e komunave, as zgjedhjet e reja në veri. Loja është më e madhe. Në perëndim duket se ka një konsensus të përgjithshëm, për të përkëdhelur regjimin e Vuçiçit duke dashur ta ndajnë nga aleanca me Kremlinin. E në këtë kontekst e sakrifikuara rriskon të jetë Kosova.
Kështu marrëveshja e fund marsit, e arritur në Bruksel dhe harta e saj e rrugës e përcaktuar në Ohër, po reduktohen vetëm në një ultimatum drejtuar Albin Kurtit: prano Asociacionin e komunave me shumicë serbe. Premtimet e një dakordësie, ku njëra pikë nuk mund të kondicjonojë tjetrën dhe deklarata se asnjë nen i marrëveshjes nuk ka prioritet përballë tjetrit janë harruar.
Deklaratat e Vuçiçit se do realizojë vetëm ato pika që i interesojnë Serbisë janë injoruar. Filozofia e negociatave po ravijëzohet në një drejtim: gjërat rregullohen po u tërhoq Prishtina dhe po u thye Albini.
Në këtë lojë, për të cilën sot ka një konsensus më të gjerë ndërkombëtar se kurrë më parë, kanë qenë të angazhuar prej kohësh Fondacioni Soros dhe Edi Rama. Përtej klisheve konspirative me interesa sekrete, tradhtarë apo të shitur, në optikën e tyre real politike ka qenë gjithmonë ideja se ky rajon paqtohet, duke i bërë koncesione Serbisë.
Pikërisht për këtë edhe Rama edhe Soros kanë mbështetur pa rezerva projekte të nisura në Beograd. Ata fillimisht iu bashkuan idesë të ndryshimit të kufijve dhe ndarjes të Kosovës, pastaj mini Shengenin apo Open Balkan-in, ashtu sikurse janë bërë sot partizanë të asocacionit, duke gjetur edhe draft zgjidhje për të.
Albin Kurti i përket një shkolle dhe filozofie tjetër politike, që është shumë e fortë edhe në Zagreb, Sarajevë apo Podgoricë. Ai mendon se sa më shumë ti hapet oreksi Serbisë, aq më të rrezikuar janë fqinjët e saj.
Këto dy mendësi po mbizotërojnë sot duke determinuar edhe debatet për dialogun mes Kosovës dhe Serbisë. Fatkeqësisht për momentin, duhet pranuar se, opsioni që mbron Tirana dhe jo ai që kërkon Prishtina, po fiton më shumë popullaritet në perëndim.
E në këtë kuadër duhet parë edhe zbarkimi i ish- presidentit amerikan në Tiranë. Vizita e tij u sponsorizua dhe u organizua nga ata që besojnë se qëllimet e mira të harmonisë dhe bashkëjetesës arrihen përmes koncesioneve që i duhen bërë Beogradit.
Kjo është e drejta e tyre. Por ama, pavarësisht se në veshët tonë ende ushton pesha e epiteteve që përdori në derën e Kryeministrisë, njeriu që dikur urdhëroi çlirimin e Kosovës, mendjet e kthjellëta dhe jo përtace duhet të ngrenë edhe dyshimin: cili qe qëllimi i tyre.
Dhe për të arritur në konkluzione të drejta, ne nuk mund ta mjaftohemi duke shtruar pyetjen se kush personalitet po i ushtron presion Albin Kurtit, por se me ç‘ qëllim po e bën këtë gjë.
