The Constitutional Court, the Supreme Court, the General Prosecutor's Office, the Special Prosecutor's Office, the High Inspectorate of Justice, the High Judicial Council, refused to sit at the table of Fatmir Xhafa, in the Parliamentary Commission against corruption, but accepted an exchange of opinions.
While the High Prosecution Council mandated two members as participating experts. During the informal meeting, at the beginning of the week, they decided to be represented by Arta Mandro, non-prosecutor member and Vatë Staka, prosecutor member. In addition to the opposition, there are also six justice institutions that refuse to engage in this commission. The Independent Qualification Commission and the Special Appeal Commission are missing, which removed 400 prosecutors and judges from the system for corrupt and professional reasons. Which of their many decisions has been classified by the prosecution and the courts as legally right for those who left and those who stayed?!
Missing is the guillotine, which claims to have enforced the law together with international supervisors. They are institutions whose work has never been checked for the constitutionality of their duties, although Strasbourg has rebuked the quality and legal irregularities of this work with decisions.
Do we have corrupt affairs under review? Do we have decisions made with financial heads and sms from the majority? Have there been irregular legal processes? The accusations are numerous.

What's going on?
It seems as if the system is against the system, but we have to see where the rejection comes from and is there a new crisis in the background, or an agreed game to fake the facade of independence of the supposed new justice?
Why does the need for legal changes return, when all that reform has just been done with maximum will and forced with 140 votes?

We expect the work of the commission to be inclusive and transparent, in accordance with the constitution, in defense of the independence of the institutions, and to improve the future of Albania". But in its functions, the Commission seems to have the call to hearings of justice institutions. This is the Achilles heel where the parties are not embracing. On September 3, 2024, the head of the EU delegation in Tirana, Silvio Gonzato, showed support for the 'Xhafaj' commission, demanding results. But in respect of the implementation of the Constitution, the partners are silent when Xhafa and Rama do not implement any court decision and punish the opposition with falsified files. The "Xhaçka" case is final and crushing. Although the Courts of every level and the prosecutors bowed to Rama's appetite this time they said no to his legal soldier for the commission, such as the "Berisha" and "Salianji" political files.
