On the eve of the disintegration of Yugoslavia, the then popular army (APJ) became an instrument for the realization of Serbian goals. The goal was to extend Greater Serbia as far as Zara in Croatia and, in the southeast, at least as far as Gjevgjeli, on the border with Greece. In addition to the Serbized APJ, the government in Belgrade created other units to "diversify" the war. These units were run by criminals like Arkan, who had previously made a "spectacular" career across Europe as a hitman for the Yugoslav secret service and as a robber. One unit was led by Vojislav Sešeli, one of the most vocal Serbian ultranationalists of the 80s and 90s. Another unit was led by "Captain" Dragani, a Serb who had returned from Australia to fight for Greater Serbia.
Arkani was killed in a Belgrade hotel on January 15, 2000, a few months before Slobodan Milosevic was ousted from power in October 2000. Seselj was charged and convicted of war crimes by the Hague Tribunal. "Captain" Dragani returned to Australia, but later, at the insistence of Croatian justice, he was extradited to Croatia where he was sentenced to many years in prison. The war with ostensibly private units was an attempt by the Serbian government to privatize the war, hiding the traces of the state, although it was clear that behind Arkan, Sesel, "Captain" Dragan and other paramilitaries was the leadership in Belgrade, and especially the military and police secret services.
This "Serbian model" of paramilitary gangs seems to have been copied by Vladimir Putin, authorizing his former friend Yevgeny Prigozhin to found the mercenary band, Wagner. Wagner's members fought on behalf of Russia in several African countries such as Mali or the Central African Republic and helped fight international peacekeeping forces. After French President Emmanuel Macron's criticism of Wagner's role in Africa and requests in the EU to put Wagner on the list of terrorist groups, Prigoshin declared that "people like Macron should have their rotten teeth pulled out." Putin's paramilitary force, led by Prigoshin, was also active in Syria. Officially, the Russian state behaved as if it had nothing to do with Wagner, and it was not even known who leads this paramilitary gang.

Së pari iu drejtua popullit duke e akuzuar Prigoshinin për tradhti (pa ia përmendur emrin).
Autoritetet ruse paralajmëruan hetime ndaj tij. Sa më shumë që Prigozhin përparonte drejt Moskës, aq më i madh paniku në Kremlin. Në negociatat e fshehta, të cilat i drejtoi diktatori bjellorus Aleksander Lukashenko, Prigozhinit befas iu garantua amnistia nga ndjekja penale dhe largimi i sigurt në Bjellorusi. I might fall out the window. He may die in an accident. This is not meant to happen immediately. After the humiliation at the weekend, Putin as a former KGB agent is sure to make plans for revenge.
