
In the 2025 elections, the new Justice comes with a clear record. A large number of officials and politicians of the majority have been hit, Sali Berisha is under investigation, meanwhile there are expected to be new developments.
The parliamentary elections of 2025 are the first to be held under a new power in the country, but which also had an impact in 2017 and 2021.
The majority of Edi Rama, both in the elections of 2017 and those of 2021, managed to get the majority of seats in the Parliament, above all as a result of its political action to make a deep reform in the Albanian justice system.
Which consisted of a group of prosecutors and judges who would enter into a difficult vetting process, where a group of prosecutors and judges from the United States of America and the European Union were chosen to monitor the process. This body, which is named as the International Monitoring Operation, is directed and managed by one of the highest officials of the European Union, who is also the director of Enlargement at the European Commission.
In the 2017 elections, the opposition to Edi Rama was a coalition between PD and LSI, which strongly opposed the installation of the new justice system. Having the chief prosecutor of the Adriatic Republic Llalla as their ally, they clashed strongly with the USA, so much so that they reached the most serious and stale accusations against the ambassador Donald Lu, or that of the European Union Romana Vlahutin.
All this serious game had a purpose, to stop the agenda of creating the Special Prosecutor's Office Against the Crime of Corruption, as well as the courts against the Crime of Corruption, which would only investigate high officials, politicians, as and exponents of the Albanian mafia.
In February 2017, the opposition led a several-month-long attempt where they pitched a tent under Edi Rama's office and boycotted the Parliament. The objective was not to enter the elections with a government with Edi Rama as prime minister. The majority did not withdraw, but with the negotiation of the USA and the EU, an agreement was reached, where Rama gave some ministers to the DP and some important directors.
The compromise included as a package the return of the DP to the parliamentary commissions that would choose the members of the vetting bodies, the first instance and the appeal.
The Rama-Basha compromise, also known as the pact of May 17, was basically an agreement for the new justice. Ilir Meta was the first to understand this, so he was the first to get angry, strongly opposing it. Meta, one day after the pact, went to the private office of Sali Berisha, and thus they tied the pact between them, where the doctor gave him "the people of March 2", which allowed Ilir Meta, elected President of the Republic, to achieve a sensational result for the party his LSI with 18 deputies.
The new chairman of LSI, Meta's wife, Monika Kryemadhi, declared immediately after the 2017 elections that the objective was to reach another government, which could be led by another socialist, removing Edi Rama. The fight began strongly a few months after the elections, when after an arrest by the police of Catania in Italy, Lulzim Basha ordered the chief prosecutor Adriatik Llalla to arrest Saimir Tahir. Who was not a minister and SP released him from political functions.
The attempt was really intended to keep Llalla in the position of Chief Prosecutor even after the end of the mandate. The delay in setting up the High Council of Prosecution was aimed at exactly this maneuver. But it was the internationals who brought the new proposal, the election of a Temporary Prosecutor. That decision was the first time when the Albanian Parliament caught fire. Ilir Meta in the post of President had the most important activity of his mandate, the duel with the Parliament for the election of new bodies of justice, where clashes were almost daily.
Thus, the installation of the new organs was again delayed. There was the burning of the mandates of the opposition deputies, to completely block this process, but then the development is known. In 2021, the parliamentary elections were held again with the duel for and against the justice reform. Edi Rama's SP won again, with a clear majority. Now, especially with the departure of Ilir Meta from the Presidency, the establishment of SPAK and special courts began to be done rapidly.

Although the anti-SPAK party is already clear, and in addition to Meta and Berisha, a group of deputies who have left the DP or the PBDNJ of Dule have joined it, however, the developments are very likely to be stronger. Where in the next Parliament there will not be enough well-known names of 33-year-old politics. But it seems nothing is over here…
