Those arrested by SPAK in October are being investigated for involvement in a major property alienation scheme on the coast, as well as murder.
The Special Court has not changed the measures against several members of two criminal groups suspected of being led by Aleksandër Laho, known as "Rrumi i Shijakut", and Astrit Avdylaj.

Special Judge Flojera Davidhi decided today to leave unchanged the security measure "prison arrest" for Rrumi's brother, Vullnet Muharremi, also known by the surnames Muça and Kondi, as well as for Vlash Brahje.
Likewise, Astrit Avdyli (Balliu), his nephew Aldo Avdyli, arrested on October 14, and Enea Kume, brother of socialist MP Loer Kume, could not escape the "prison arrest" measure.
According to the Special Court, no legal circumstances had changed that could lead to the relaxation of the security measure against them.
According to SPAK, Vullnet Muharremi and Vlash Brahja are suspected of being part of a criminal group led by Aleksandër Laho, involved in a scheme of massive alienation of properties on the coast of Lalëz, Shetaj, Biza and Kërtusha, through falsification of state documents, interference in cadastral registers from the 1920s–1930s and corruption.
The assets were then sold to individuals or companies interested in coastal investments.
Laho remains wanted for this investigation, while in February 2025 he was sentenced to 10 months in prison in another case.
While suspects Astrit and Aldo Avdyli, as well as Enea Kume, are suspected of being part of a group that physically eliminated Edmir Bregu in 2021 in Durrës, in revenge for his attempt to kill Aldo Avdyli.
The investigation into this case also brought to light several plans by the suspects to physically eliminate their opponents.
