
The former mayor of Lezha, Fran Frrokaj, has been charged by the Lezha prosecutor's office with the charge of "abuse of duty" for alienating the ownership of some surfaces in the Kune-Vain-Tale area. It is about a criminal proceeding started since 2017, after a report by the citizen Ardian Mlika, who set the prosecution in motion.
The prosecution says that the several-year investigation has shown that employees of the administration of the former Shënkoll Municipality, including Fran Frrokaj, the mayor of this municipality at the time, favored the registration of 82 real estates for some people, who benefited in a way illegally public property through the preparation of additional and forged AMTPs, and then selling them to other persons.
The suspected properties have been placed in preventive seizure, while the criminal file has been sent for trial to the Court of Lezha and the former mayor has been charged with "Abuse of Duty".
The first preliminary hearing to assess the request of the prosecution to transfer the case to trial scheduled for Monday, December 11, did not take place due to the absence of the parties, forcing Judge Elvis Sulejmani to postpone it until January next year .
Frokaj is the only defendant in this case, since at the end of the investigations the prosecution found that the criminal offense has been prescribed for the other responsible persons.
This is the 3rd criminal case in which Frrokaj will be tried for the alienation of property on the coast of Lezha. In October 2022, the Court of Appeal in Shkodër found guilty and sentenced to three years in prison the former mayor of Lezhë Fran Frrokaj and the former mayor of Lezhë District Gjok Ndoka, accused of alienating 234 thousand meters of land on the coast of Shengjin.
Meanwhile, from April 2023 he is being tried in the Special Court for similar charges together with a group of people.
