Journalist Dorjana Bezat stated that the laptop that was found in Klodian Zoto's house served as "Pandora's box".
She stated that after the DP's denunciation in 2020, it took three years for SPAK to investigate, and then to seize the laptop in which a lot of data was found, which showed that certain state structures were in his hands .
Bezat revealed that the letters exchanged with important heads of institutions, it was revealed that the letters first went to Zoto and then took the official form.
"It started in 2020 from the DP's denunciation. It took three years of investigation by SPAK, where the disassembly of a laptop found in the house of Klodian Zoto, in December 2021 was seized, while in April 2022 it was opened. It served as the "Pandora's box" that brought out the facts that showed that certain segments of the state were not state but were in the hands of Klodian Zoto.
From the members of the commission, from the letters that came from the Municipality of Tirana to the Ministry of the Environment, the director of concessions, and other officials, they exchanged letters and e-mails with Klodian Zoto, where they compiled the letters before they received the official form .
Specifically, the advisor to the Minister of the Environment, Vladimir Bezhani, was employed by the Zoto company, he compiled the letter of interest that this company sent to the Ministry of the Environment for the Tirana incinerator, after the Municipality of Tirana had previously conducted a study for waste treatment, where he requested that the private sector be included through public-private partnership...", said the journalist.
Among other things, she added that in the concession that Klodian Zoto's company won, the authorities discovered that the documents for the project worth 128 million euros were not submitted through official channels but through personal e-mails.
"There is an exchange of e-mails with the latter to submit documents and to design a project that could be a winner.
In the documents seized by SPAK, it is clear that this concession was predetermined to be won by the company, and SPAK found out from the investigations that it was not a Dutch company, but managed by Zoto and Mërtiri.
Another scandal is that the documents of this concession, the value of which is 128 million euros, were not submitted officially, as the law provides, but through private e-mails, specifically to the directorate of support services and that of concessions in Ministry of Economy. By decision of the Council of Ministers, this company was given 8% of the points in total, declaring it the winner of the concession", declared Bezat in "Top Story".
