
The Special Court has changed the security measure from "prison arrest" to "house arrest" for Gjuljo Vuksani, the only person held in custody for the Dobraç massacre, suspected of providing the Range Rover vehicle that was used by the perpetrators to kill two young men.
The decision was made by Special Judge Erjon Çela, who accepted SPAK's request to change the security measure against him.
Vuksani was arrested in November last year by order of prosecutor Elida Kackini, as a person involved in the Dobraci massacre, where Arlind Bushati and Hamza Lici were executed and the couple Bashkim and Flutura Basha lost their lives.
The massacre occurred on October 30, 2024 in the Dobraç area, where unidentified persons shot from a vehicle towards the car in which two young men, Hamza Lici and Arlind Bushati, were traveling.
Due to the barrage of bullets, the vehicle in which the two victims were traveling lost control, and as a result it collided with a motorcycle in which Flutura and Bashkim Basha, who were not related to the incident, were traveling. It is suspected that there was a third person in the victims' vehicle, sitting in the back seat, but the prosecution has not officially spoken about this suspicion.
After the Shkodra prosecution launched investigations into this matter, a few days later it declared incompetence, referring the file to the Special Anti-Corruption Prosecution for a structured criminal group, a criminal offense that is under the competence of SPAK. Several actions have been taken regarding the Dobraç incident by prosecutor Elida Kackini, while the case is still under investigation.
