As a result of the information provided within the framework of the "Rule of Law" mega-operation, on the location of the wanted citizens, and the checks carried out for their capture, the Directorate of the Special Operational Force in the Department of the Criminal Police in the DPPSH, organized and finalized the coded police operation "Wanted", for the capture of a citizen with high social risk.
During the operation, a citizen was caught in an apartment in the neighborhood "1 Maji", Fier, and put in handcuffs: Pjetër Pacani, 61 years old, born and resident in Fushë Kuqe, Laç.
In the apartment where this citizen was arrested, the following were found and seized as material evidence: 3 pistol firearms (1 Glock, 1 Zastava and 1 TT), 1 automatic firearm, combat ammunition, grenade launchers and 2 bulletproof vests.
This citizen is included in the list of the 50 most wanted citizens by the State Police, after the Court of the Judicial District of Tirana, in 2014, sentenced him to 25 years of imprisonment, for the criminal offenses "Murder in qualifying circumstances" and "Production and possession without license of combat weapons and ammunition", because on 18.01.2011, near a gas station on the "Lezhë-Tirana" road axis, he killed 2 citizens with firearms. How did the event happen?
The incident he is accused of happened on January 18, 2011, near a gas station on the Lezhë-Tirana highway. Pjeter Paçani, who was a businessman of a concrete company, executed Ndoc Zymaj and Vlash Gjeçit with firearms.

According to the investigation file, Paçani entered the bar, took out his gun and told them "...don't move...". He opened fire several times in their direction and then added "... curse me again with my mother and sister...".
He then left the bar, got into his Porsche and drove away, evading arrest for years. One of the victims, Vlash Gjeçi, who was still alive according to the witnesses, said, "...betrayed us...".
