The head of Peqin prison regime, Vilson Shima, has testified that on the day of the murder of Arben Lleshi, by Sokol Mjacaj, he was not at work. He said that he appeared in the prison in the morning and after holding several meetings with the convicts about some problems and concerns they have shown and then he got permission from his superior, the Chief of Police, Qani Muca, to leave as he had a family affair.
He testified that he went to the apartment in Tirana and was celebrating the birth of his son with his family, while he learned about the murder from the media.
According to Shima's testimony, at the time he left there were no problems and in his absence it is the duty of the Chief of Police, Qani Muca, to follow up on the problems that he can during the time.
"I have been in the position that I currently hold for about 8 (eight) months, since before that I was a troop specialist at IEVP Peqin, in total I have been in the position of prison police officer for about 9 (nine) years, and 2 ( I have two) years and 6 (six) months with the rank of deputy commissioner. In relation to what you are asking me, I want to declare that today, 15.12.2023, I showed up for duty at 08:00 and we had a meeting with the chief of police where I got acquainted with the problems of the day before, where mainly the problems of convict accommodation in the living rooms, I entered the regime around 09.20 where I went to building B in the observation premises, I communicated with the convicts regarding the problems and concerns they had, then I went to the first entrance first floor, building B, I explained the convicts according to the requirements, then I went to the second floor and stood at the entrance, at 11:40 I informed my superior, citizen Qani Muca, about a family joy that I had , yesterday I added another boy, for this I asked my superior for permission and then I left for my apartment in Tirana.
At the moment that I have received permission from my son, I have left for my apartment and the situation in the regime has been calm and without problems, it is his duty to follow the problems that he can during the time. I became familiar with the event through the media, during the time I was in the apartment with my family and celebrating the birth of my son. During this time I have been waiting for calls from the institution to report, at 17:50 I was called by the information specialist to report to IEVP Peqin regarding the incident, I want to emphasize that the incident happened around 13:50 . Then I was called again by the information specialist and I was told to appear at the Prosecutor's Office of Elbasan", said Shima.
