The Tirana Prosecution Office has filed a request to discontinue criminal proceedings against lawyer Ulian Bajrami, arrested in October 2025 after an incident at the Elbasan Court.
According to the official announcement of the Tirana Prosecutor's Office, the request for leave is related to criminal proceedings no. 7882, registered for the criminal offenses of "threats due to duty", "opposition and hitting a judge" and "threats against a judge". The event for which the charges were filed occurred on October 17, 2025 in the city of Elbasan.
The investigation began after the arrest of lawyer Ulian Bajrami in the premises of the Elbasan Court, during a court session. Police arrested him in the courtroom on the allegation that he had threatened a prosecutor and displayed behavior that was considered opposition to judicial authority.
Two days after his arrest, the Prosecution decided to release him, arguing that the legal conditions for a more severe security measure were not met. The investigation continued in a free state, until it was concluded that the evidence administered did not support the elements of the criminal offenses initially filed.
The request for a stay has been submitted to the competent court, which is expected to rule on the final closure of the case.
With this decision, the Tirana Prosecution Office ends a proceeding that began with an arrest in flagrante delicto, but which failed to be supported by sufficient evidence to continue the criminal prosecution.
In October last year, a clash was recorded in a court session between lawyer Ulian Bajrami and prosecutor Gjergji Ceka.
The lawyer claimed that the evidence against his client was false, while adding that he would personally deal with the prosecutor and file charges against him.
Afterwards, Judge Megi Strakosha drew attention to the intolerable language used in the courtroom, while warning the lawyer that if he continued with the same rhetoric, he would be dismissed and his client would be assigned a lawyer by default.
