
The second episode for which Inez Hajrulla and Ervis Matodashaj are accused in the SPAK file is related to the murder of Bledar Birçaj, on May 10, 2021, in Vlora. The 40-year-old was traveling in his car, a BMW X5, when a hail of bullets mercilessly hit him.
From the footage, investigators were able to reconstruct the victim's and the perpetrators' journey. Birçaj was moving from the bar "The Boss", the "Lungomare" promenade, "Pelivan Leskaj" street, to the city ring road. As seen in the video, at 12:59, while he was near a gas station, Birçaj's vehicle was shot with a volley of bullets.
The two perpetrators then fled towards Kanina and then disappeared in the village of Armen. 29 Model 56 cartridges were found at the scene, clear evidence of aggression.
" If during the communication it is implied that an assassination attempt has been prepared, of course this will lead the institutions dealing with the investigation, i.e. the judicial police or the prosecutor's office, to first verify whether that event occurred, on a certain date, in a certain place. It is necessary to verify whether this event was reported to the police, whether a criminal case has been initiated without perpetrators, for the specific event, or how far the investigations have gone regarding that event ," said former prosecutor Gentian Ternova.
" From the SKY intercepts, taking into account the role of everyone and the people, it was estimated that we are facing a structured criminal group and it was proceeded with Article 28 of the Criminal Code, which is a structured criminal group, but ensuring the creation of conditions to commit murder was treated within the framework of a structured criminal group ," said former prosecutor Ervin Karanxha.
According to SPAK, Inez Hajrulla and Ervis Matodashaj secured the conditions by gathering information and constantly monitoring the target. They even installed surveillance systems themselves, monitoring Birçaj's every move.
As usual, in this incident, what has often been seen in recent years in criminal incidents, connections with people in uniform, appear in the background. In Birçaj's car was police officer Granit Deromema, who was later expelled from the ranks of the State Police, raising questions about the infiltration of crime within the institutions.
" It is understood that for the police officer, at the moment of engaging a criminal group, they make it even more difficult, whether for the police, or for the investigation structures, for the special structures to shed light on certain dynamics, since they know or have knowledge due to their profession about the movements, about the ways in which the investigation bodies operate, they have provided very valuable information to the criminal groups and this has been one of the main reasons why they have included them within these structures ," said Redi Ramaj, lawyer.
"The benefits that structured groups have is information, which is a treasure trove for them to avoid criminal investigation, to avoid being caught trafficking the narcotics they transport, to obtain information about their opponents, to take protective measures that the State Police, or either the BKH or the Special Prosecution, can take," said Alban Qafa, a lawyer.
Investigations shed light on the victim's movements and connections abroad, showing that he entered Albania in February 2021, after a stay in Belgium and Spain, where he was allegedly involved in criminal activities, including drug robberies. This is revealed in a confidential police report obtained by Inside Story.
The victim entered our country on 13.02.2021 from Muriqani, where according to data he has stayed in Belgium and Spain. He is known as a social connection of citizens Sokol and Spiro Sinomataj, who carry out criminal activity in Belgium. There is information that he has been involved in drug robberies.
In this context, investigators also highlight his closeness to Sokol and Spiro Sinomataj, two names known for criminal activity in Belgium. A connection that, according to suspicions, was not simply social, but part of a wider criminal network. Sokol Sinomataj, known by the nickname "buzëderri", once served as a member of Gaxhai's gang.
It is here that the investigations raise another important clue: possible conflicts between this circle and Inez Hajrulla's group, placing the murder not only in the context of a revenge for drugs, but as part of a wider clash between criminal groups operating inside and outside Albania. Another detail from the data that law enforcement authorities have is the fact that Birçaj, together with citizen Delon Troqe and other persons, have robbed a quantity of narcotics in Spain.
Just 10 days after the murder of Bledar Birçaj, Delon Troqe was also eliminated, almost in the same dynamic, an event that still remains unsolved. On the evening of May 21, 2021, at around 9:50 PM, in the "Pavarësia" neighborhood, near the "Flamurtari" sports palace, Delon Troqe, who had just returned from Spain, was shot with automatic fire at the door of his garage.
