The scheme as 7500 square meters of land was alienated
The Prosecutor's Office of Tirana disclosed the scheme.
It all started in 1998, when the land was the property of the Vora Municipality. But according to a plan coordinated by Agim Loci and the mayor Ymer Marku, the land has gone to Kujtim Allmeta. In 2005, Ymer Marku sent for verification to the Tirana District Council, the documentation for several persons, identified only by the initials: AA, PA and Sh.A. In the capacity of the Mayor of Bëxulle Municipality, together with the village headman, Agim Locin, Marku has signed the revaluation plan of these assets.
In 2015, Kujtim Balliu, the specialist of the Land Management and Protection Office, confirmed the transfer of the land to Allmeta, all with the knowledge of Ymer Mark. Yes, according to the Prosecutor's Office, Kujtim Balliu, who from July 2011 to September 2015, was in charge of the Land Protection and Management Office near Bëxulë Municipality, compiled the documents for land registration and sent them to the Land Management Agency. I own the original unnumbered deed in Allmeta's name.
According to the investigation data, no document issued by Balliu was verified. 'Reminder Allmeta, could not be equipped with AMTP without number dated 14.1.1996 (falsified according to the expert report) as it was equipped with AMTP with no. 30 dated 06.01.1996, for the property with no. 133/12, with an area of 5,100 m2 of the type of land (what was the rate per capita), it is stated in the announcement of the prosecution. But he benefited from the property and then sold it to the company "Alko Impex Construsion" for 10,000,000 new lek, a property which was seized.
