
The Special Prosecution Office is seeking the conviction and punishment of Alqi Bllako for passive corruption of high-ranking state officials and local elected officials.
SPAK is seeking damages for Alqi Bllako with 5 years in prison and 5 years out of public office.
SPAK had prepared 52 pages of final conclusions on the case of Alqi Bllako, suspected of the criminal offense of "passive corruption".
Vladimir Bezhani is suspected, according to SPAK, of being fictitiously employed and receiving 7 million and 5 thousand lekë. Alqi Bllako is suspected of receiving 119 thousand euros for beverage carbonation equipment for his father's company, from the company that won the concession for the construction of the Tirana Incinerator.
Bllako helped to prepare the feasibility study. He maintained contact with citizen Klodiqn Zoto. Vladimir Bazhani was hired as an external advisor to Lefter Koka by Alqi Bllako. Bezhani assisted the de facto owners of the company in the construction of the incinerator from the initial phase until the unsolicited proposal was made. This proposal was prepared by Bezhani.
There was also a series of other documents at the service of the company that won the concession for the construction of the Tirana Incinerator. They also prepared the documentation for the award of an 8% bonus to this company in order for the latter to win the concession.
Bllako has sent a response to the Council of Ministers, emphasizing that this proposal would not cause any damage to the state budget. According to SPAK, it is proven that Alqi Bllako has received irregular benefits in two cases.
The Special Prosecution Office took on defendant Alqi Bllako in November 2024.
We recall that Alqi Bllako was sentenced to 4 years in prison for the Fier incinerator, a sentence which was reduced to 2.8 years due to a summary trial.
