According to SPAK, the company “Pepa Group” is suspected of having used all of these business structures to conceal and circulate illegal income.
By decision of the Criminal Court of Kosovo, 232 assets related to Jetmir Pepa's criminal group, which is accused of trafficking 7.5 tons of cocaine from Latin America to Europe, have been seized. The value of these assets is estimated at around 12 million euros.
The list of seized assets also includes 100 percent of the shares of the company "Pepa Group", which is owned by Jetmir Pepa's family members. It is a construction company that has won tenders worth millions of euros from local and central governments.
"Pepa Group" shpk is the parent company, founded in 2014. It has subsequently expanded its activity through partnerships and collaborations with several other companies, entering various sectors such as hospitality, energy, aesthetics, construction and entertainment.
The company has a share capital of 385 million lek, or almost 4 million euros at the current exchange rate. At the time of establishment, the sole shareholder was Urim Pepa. Currently, ownership is divided equally between Leorik, Urjola, Brian and Brixhilda Pepa, who own equal shares.
Urim Pepa is the brother of Jetmir Pepa and Lulzim Pepa. The latter was arrested during the SPAK operation.
On its official website, "Pepa Group" presents itself as "an experienced construction company that offers complete and personalized solutions in the field of construction," while on the same page it also displays photographs of completed works, including public works.
The data shows that "Pepa Group" has won at least 12 public tenders, mainly in competitions held by local government units, with a total value of over 69 million euros.
Among the works carried out for the Municipality of Tirana are the construction of the "Pjetër Budi" school, the construction of the TEN Center, as well as the reconstruction of the Martyrs' Cemetery.
Meanwhile, other tenders won by this company in the municipalities of Kukës, Lezhë and Fushë Arrëz are related to reconstruction and rehabilitation works, including drainage canals and road segments.
In this way, the seizure of the shares of "Pepa Group" also places under asset seizure a company that, according to data to date, has had a wide scope in business and has benefited from considerable funds from public contracts.
Pepa Group ka marrë dy tendera në sektorin e shëndetësisë, për një total prej më shumë se 211 milionë lekësh, ose mbi 2.2 milionë euro, për punimet e kryera për rikonstruksionin e Maternitetit të Fierit dhe të Godinës së Anatomisë së Universitetit të Mjekësisë në Tiranë.
Sipas të dhënave nga burime të hapura, kompania rezulton të ketë patur një aktivitet në rritje konstante, me një përmirësim të ndjeshëm nga viti 2020. Ajo ka regjistruar xhiron më të lartë në vitin 2023 me 1.15 miliardë lekë ose mbi 12 milion euro, por me një fitim prej 34.5 milionë lekësh, ose mbi 350 mijë euro. Por fitimin më të madh Pepa Group, prej 94.5 milionë lekësh, rezulton ta ketë në vitin 2018 kur xhiroja vjetore ishte afro 330 milion lekë.
Në bashkëpunim me kompani të tjera Pepa Group ka qenë fituese dhe në 36 gara të tjera publike, me një vlerë të përgjithshme të tyre që arrin në 6 miliardë lekë, ose 60 milion euro.
Aktivitetin e ndërtimit Pepa Group e ka shtrirë dhe përmes kompanisë B.I.V. ku ajo zotëron 50 përqind të aksioneve të blera nga Albert Fusha, partneri i saj me pjesën tjetër të aksioneve. Kompania deklaron si aktivitet “prodhim të materialeve inerte, betone, parafabrikate, transport dhe eksport i tyre si dhe tregtim të materialeve të ndryshme inertesh, industriale dhe të ndërtimit”. Po ashtu ofron “projektim të ndërtimeve civile dhe ushtarake si dhe ndërtime civile, industriale e turistike”. B.I.V. rezulton me një fitim para tatimit prej 19 milion lekësh në vitin 2024, ku ka deklaruar një xhiro prej 58 milionë lekësh.
Po në fushën e ndërtimit Pepa Group shfaqet si pjesë e një konsorciumi të udhëhequr nga Gjoka Construction me 97 përqind të kuotave në shoqërinë AKPL” sh.p.k, e cila ka fituar kontratën e koncensionit për segmentit Kashar-Pezë-Lekaj (Rrogozhinë) një investim privat i parashikuar prej 475 milion euro. Këtu, Pepa Group është përfhirë me 0.3 përqind të aksioneve. Vendimi është marrë nga qeveria në dhjetor të vitit 2024, por nuk ka ndonjë të dhënë nëse ky projekt ka avancuar.
Pepa Group është angazhuar dhe në fushën e Energjisë ku së bashku me Shpresa.al dhe Marçeli SHPK, themelojnë në vitin 2016 kompaninë Hec Arsti, duke investuar 225 milionë lekë, (mbi 2 milionë dollar) në ndërtimin e një hidrocentrali, mbi përroin me të njëjtin emër, Arsti, në zonën e Fierzës. Tre tre kompanitë ortake ndajnë kuota të barabarta me nga 33.3 përqind të aksioneve secili. HEC-i ka një fuqi të instaluar prej 3.130 kW, me një kapacitet prodhuar prej afro 12 milion kwh/vit. Eja e ndërtimit u miratua nga Këshilli Kombëtar i Territorit në vitin 2018. Kompania ka deklaruar në vitin 2024 një fitim (para taksave) prej afro 92 milionë lekësh.
Hotel Oxford is another of the properties seized by SPAK, according to which the structure belongs to the brothers Jetmir and Lulzim Pepa. The boutique hotel, with prices starting at over 9 thousand lek per night, is located in the heart of Tirana, just a few meters from the Albanian parliament. As described on its official website, the hotel “offers 28 rooms for guests on five floors of a building where classic and modern are combined. What makes us special is the originality and warmth of the Boutique style which is distinct both in the interior and exterior of the hotel, ideal for those seeking to experience the features of old Tirana combined with a high standard of accommodation”.
Pepa, who is still wanted after the SPAK operation, has also had a luxury seaside club seized. It is the Soluna club, one of the most famous for its nightlife in Shëgji, where hundreds of young people gather during the tourist season.
A luxury aesthetic clinic in Tirana, “Maison Nuvé Aesthetics”, located in the River Residence complex, has also been seized. The clinic offers a wide range of medical aesthetic treatments, including facials, hydrafacials, chemical peels, mesotherapy, skin boosters, dermal fillers, microneedling, LED therapy, laser hair removal and advanced treatments such as fractional CO2 laser.
