SPAK accuses Albert Zajan and other individuals of attempting to kill citizens Durim Bami and Ervin Kodra with firearms.
The Special Prosecution Office against Corruption and Organized Crime (SPAK) has closed the investigations into 6 people accused of serious crimes, including the attempted murder of Durim Bami and Ervin Kodra in 2020, near the Tapiza bridge.
SPAK has sent for trial Albert Zaja, Edison Muceku, Elvis Ndreca, Armando Ndreca, Deivis Bajramaj and Adrian Pikli.
After the investigations, SPAK accuses Albert Zajan and other persons of attempting to kill citizens Durim Bami and Ervin Kodra with firearms. In the period May–July 2020, SPAK accuses Albert Zajan and Edison Muceku of providing the means for the murder of citizen Hamza Terziu. In the period July–August 2020, SPAK accuses Elvis Ndreca of providing the means for the murder of citizen Durim Bami. Further in October 2020, SPAK accuses Armando Ndreca of organizing and financing the group that produced and sold 243 kg of cannabis in Lezha.
Also during the period 2020–2021, SPAK accuses Deivis Bajramaj and Adrian Piklin of being involved in the illegal trade of weapons and ammunition, including selling to people with criminal records.
"From the entirety of the investigative actions carried out so far, it is proven that:
04.11.2020, Ura e Tapizës, Fushë Krujë – Albert Zaja and other persons attempted to kill citizens Durim Bami and Ervin Kodra with firearms.
May–July 2020 – Albert Zaja and Edison Muceku provided the means for the murder of citizen Hamza Terziu.
July–August 2020 – Elvis Ndreca provided the means for the murder of citizen Durim Bami.
October 2020 – Armando Ndreca organized and financed the group that produced and sold 243 kg of cannabis in Lezha.
2020–2021 – Deivis Bajramaj and Adrian Pikli were involved in the illegal trade of weapons and ammunition, also selling to persons with criminal records , SPAK reports.
Regarding the case of the murder of Shkëlzen Kastrati on 01.02.2021 in the city of Fier, SPAK has requested the dismissal of the case for the two defendants Silvio Cara and Elmir Tufa. According to SPAK, the investigations conducted cannot prove that the two defendants were collaborators of this structured criminal group and participated in the murder.

Silvio (Roland) Cara, accused of committing the criminal offenses of: “Premeditated murder”, to the detriment of citizen Shkëlzen Kastrati, an event that occurred on 01.02.2021 in the city of Fier, committed in a special form of cooperation, that of a structured criminal group, committed in a special form of cooperation, that of a structured criminal group; “Unauthorized possession and production of weapons, explosive weapons and ammunition”; “Structured criminal group”, in the form of participation, provided for by article 333/a, paragraph 2 of the Criminal Code; “Commitment of criminal offenses by a criminal organization and a structured criminal group”, provided for by article 334/1 of the Criminal Code.

The Special Prosecution Office against Corruption and Organized Crime (Special Prosecution Office) has completed the preliminary investigations of criminal proceedings no. 59/2, of 2022, by submitting to the Special Court of First Instance for Corruption and Organized Crime:
I. The request for sending the case to trial in favor of the defendants:
Albert Zaja, accused of: “Murder in other qualifying circumstances”, against two or more persons, attempted, resulting in the injury of citizens Durim Bami and Ervin Kodra, within a structured criminal group (Articles 79/dh, 22 and 28/4 of the Criminal Code); “Providing conditions and material means to commit murder”, to the detriment of citizen Hamza Terziu (Articles 80 and 28/4 of the Criminal Code); “Unauthorized possession of weapons and ammunition”, in collaboration within a structured criminal group (Articles 278/1 and 28/4 of the Criminal Code); “Structured criminal group” (Article 333/a/2 of the Criminal Code); “Committing criminal offenses by a criminal organization” (Article 334 of the Criminal Code).
Edison Muceku, arrested in the United Kingdom on 10.01.2025 and extradited to Albania on 28.03.2025, accused of: “Providing conditions and material means to commit murder”, to the detriment of citizen Hamza Terziu (Articles 80 and 28/4 of the Criminal Code); “Structured criminal group” (Article 333/a/2 of the Criminal Code); “Committing criminal offenses by a criminal organization” (Article 334/1 of the Criminal Code).

Adrian Pikli, i arrestuar në Gjermani më 17.05.2024 dhe ekstraduar më 16.07.2024, i akuzuar për: “Mbajtja pa leje e armëve dhe municioneve”, në formën e tregtimit (nenet 278/6 dhe 28/4 të Kodit Penal); “Grup i strukturuar kriminal” (neni 333/a/2 i Kodit Penal); “Kryerja e veprave penale nga organizata kriminale” (neni 334/1 i Kodit Penal).

tetor 2020 – Armando Ndreca organizoi dhe financoi grupin që prodhoi dhe shiti 243 kg kanabis në Lezhë.
2020–2021 – Deivis Bajramaj dhe Adrian Pikli u përfshinë në tregtinë e paligjshme të armëve dhe municioneve, duke i shitur edhe personave me precedent penal.
II. Kërkesën për pushimin e çështjes në lidhje me procedimin penal Nr.59/2 të vitit 2022, në ngarkim të të pandehurve:
Silvio (Roland) Cara, akuzuar për kryerjen e veprave penale të: “Vrasje me paramendim”, në dëm të shtetasit Shkëlzen Kastrati, ngjarje e ndodhur në datën 01.02.2021 në qytetin e Fierit, kryer në formë të veçantë të bashkëpunimit, atë të grupit të strukturuar kriminal, kryer në formë të veçantë të bashkëpunimit, atë të grupit të strukturuar kriminal; “Mbajtja pa leje dhe prodhimi i armëve, armëve shpërthyese dhe i municionit”; “Grup i strukturuar kriminal”, në formën e pjesëmarrjes, parashikuar nga neni 333/a, paragrafi 2 i Kodit Penal; “Kryerja e veprave penale nga organizata kriminale dhe grupi i strukturuar kriminal”, të parashikuar nga neni 334/1 i Kodit Penal.
“Falsifikimi i dokumenteve” të parashikuar nga nenet 186/1 të Kodit Penal;
Elmir Tufa, accused of committing the criminal offenses of: “Premeditated murder”, to the detriment of citizen Shkëlzen Kastrati, an event that occurred on 01.02.2021 in the city of Fier, committed in a special form of cooperation, that of a structured criminal group, committed in a special form of cooperation, that of a structured criminal group; “Unauthorized possession and production of weapons, explosive weapons and ammunition”; “Structured criminal group”, in the form of participation, provided for by article 333/a, paragraph 2 of the Criminal Code;
"Committing criminal offenses by a criminal organization and a structured criminal group", as provided for in Article 334/1 of the Criminal Code.
From the entirety of the investigative actions carried out so far, it is proven that with regard to the defendants Silvio Cara and Elmir Tufa, the investigations in the Special Prosecutor's Office in charge of them have continued after the declaration of subject matter incompetence on 30.05.2024 of criminal proceedings no. 103 dated 01.02.2021 of the Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier.
The investigative acts prove that on 01.02.2021, around 10:00-11:00, in the "Sheq i Madh" neighborhood, Fier, at the place called "Sheq's roundabout", citizen Shkëlzen Brahim Kastrati was killed with a firearm, who was traveling in a Benz vehicle with license plates AA 871 AN.
From the investigations conducted by the Special Prosecution, referring to conversations conducted by SkyECC users between members of a structured criminal group, it has emerged that these citizens were organized with the aim of carrying out the murder of citizen Kelmend Kastrati, but they went astray at the object and killed citizen Shkëlzen Kastrati.
During the investigation, the interested persons and the orderers were identified, as well as the persons who were engaged in the localization of this citizen and the executors, where one of the executors was convicted for this event by final criminal decision no. 62-2023-1137 (160), dated 04.04.2023, of the Fier Judicial District Court.
The investigation failed to prove that the defendants Silvio (Roland) Cara and Elmir Tufa were associates of this structured criminal group and had participated in the commission of criminal offenses.
In accordance with Articles 328, point 1, letter "dh" and 329/a of the Code of Criminal Procedure, the Special Prosecution requested before the judge of the preliminary hearing the dismissal of the criminal case against the defendants Silvio (Roland) Cara and Elmir Tufa, in relation to criminal proceedings no. 59/2 of 2022, as it was not proven that the criminal offenses for which they are accused were committed by these defendants.
For the other members of the structured criminal group identified or unidentified by us, involved in the murder with a firearm on 01.02.2021 of citizen Shkëlzen Kastrati, preliminary investigations are continuing in relation to criminal proceeding no. 59 of 2022, from which criminal proceeding no. 59/2 of 2022 has been separated.
