Since October 5, the opposition has tried to block every meeting of the parliament, but if it has not succeeded in stopping the government from voting on the legal initiatives, the democratic deputies have been able to block the laws that require more votes than the socialist majority has, the laws with 84 votes.

One of these laws is the amnesty, which arrived at the parliament at the beginning of the month and from which about 600 people benefit from reduced sentences or freedom. Parliamentary tradition has shown that amnesty laws are approved before the end of the year holidays, but in the sessions where the opposition sets up barricades and smokes, the idea of consensus for any kind of law has become politically unacceptable.

Another law that remained in the parliament is the draft that increases the salaries of members of the Constitutional Court up to 6.4 million lek, which again requires the consensus of 84 deputies, at a time when the majority counts only 77.

In this case, the readiness of Lulzim Basha and his deputies did not help the government to approve the salary increase. After two failed attempts to reach the number of 84 votes in favor, the law has not even been included in the agenda in the plenary session.

In the tense political climate in the parliament, even the ombudsman is no longer being discussed. Erinda Balanca's mandate ended 19 months ago, but the choice of her successor seems more and more difficult for a figure who must have the consensus of the opposition and the majority.

The draft law on citizenship received the approval of the opposition in the session of September 21 before the action to block the parliament began, but the president sent it back for reconsideration. And now it seems difficult for the democrats to stop the protest to vote for this draft, even though it serves sports and aims to grant Albanian citizenship to the category of athletes.

The situation in the parliament is expected to be tense again on January 15, when the parliament starts work after the year-end holidays. And it seems that without resolving the political conflict between the opposition and the majority, no law with qualified majority will be approved in the parliament. / Vision Plus
