Another project of Prime Minister Edi Rama is being prepared to alienate all the executive powers and public services even "de juro" in his personal power, by taking over the administrative powers of important sectors.
The information we have indicates that under the guise of reforming the strategic fiscal and anti-crime services, an accelerated insidious project is being drawn up to separate the customs service from the Ministry of Finance.
It is predicted that from the beginning of 2025, the administration and the customs service will no longer be under the control of the Minister of Finance, but only directly under the prime minister, who will also legally be the General Director of Customs.
Until now, Edi Rama is the "de facto" director of customs, because he appoints, transfers and dismisses managers at all levels and sectors, while the Minister of Finance and the General Director of Customs verbally sign each name that he predetermines.
According to the law of the Customs Code of Albania, the prime minister only appoints the general director, with the proposal of the Minister of Finance; and this ministry directs and controls the administrative activity of customs services in the field and border points.
While now, the selection, proposal and appointment is done only by the prime minister, alienating the customs service under personal power, as an allegedly independent agency, but completely dependent on him.
The General Director will continue to be appointed by the Prime Minister, but legally he will be a puppet, with competence only for controlling the working hours of officials and customs officers, but without the power to dismiss subordinates from their duties, after this a structure created and depending on the prime minister.
