Cara said that Albania risks being left without a functional port
Democratic Party MP Igli Cara stated in a media appearance that the "Durres Marina" project constitutes a serious corruption affair and a serious risk to public safety.
Cara accused Prime Minister Edi Rama of forgiving a national asset worth over 3 billion euros, as well as taxes worth 231 million euros.
He said that Albania risks being left without a functional port, while recalling that the DP has long denounced the project's problems, referring to geological and geomorphological studies conducted by international companies, according to which the area presents construction difficulties.
According to him, recent verifications have shown a decrease in the number of buildings built in the area, while he criticized institutions for a lack of responsibility and transparency regarding the causes of the problem.
The Democratic Party requested the immediate suspension of works until the completion of an independent technical-engineering expertise, as well as the intervention of SPAK to investigate the matter.

Since 2023, the Democratic Party has kept its attention on the 'Durres Marina' affair, a project that bears the political authorship and direct benefits of Edi Rama.
The Prime Minister forgave a national asset as if it were personal property, with a value exceeding 3 billion euros. Taxes worth 231 million euros were also forgiven.
As if the appropriation of public property were not enough, Albania risks being left without a functional port, losing one of the most important economic and strategic advantages in the region.
Our denunciations based on concrete facts were ignored. From the beginning of this project, we have spoken about two geological and geomorphological studies conducted by well-known international companies, the Italian company Technital and the German company Sellhorn.
These studies have shown that the area does not present common construction conditions and that, to guarantee the structural stability and load-bearing capacity of the buildings, the use of piles with a diameter of about 1.5 meters and a depth of up to 45 meters has been designed.
Our voice in defense of the public interest was not heard, until the show 'Piranjat' recently conducted an assessment with an engineering drone and found that the first buildings built had subsided by up to 74 cm, putting the safety of the investment and the lives of citizens at risk.
Yesterday, the National Inspectorate of Territorial Protection published an official statement on the stability and safety of two facilities of the 'Durres Marina' development project. At the end of the inspection, the topographic report of the Construction Institute confirmed that:
Object 02 has suffered a decrease of 28 cm;
Object 04 has suffered a decrease of 18 cm.
Although the inspection group, consisting of IKMT, AZHT, the Construction Institute and the Municipality of Durres, carried out verifications and informed the public, that statement lacked the definition of institutional and technical responsibility.
No part of the statement specified who was responsible for this problem, which is not simply a technical deviation, but a potential danger to the lives and property of residents.
State institutions are not paid with Albanian taxes only to verify media reports, but they have a legal obligation to conduct continuous field control, monitor the implementation of technical standards, and bring to administrative and criminal responsibility any entity that abuses the law and public safety.
Today, the Democratic Party seeks answers to several fundamental questions:
Have the topographic reports, geological, geomorphological and seismic studies of the area been carried out, which are a legal obligation for the approval of the construction permit?
Which entities or companies designed these studies and who approved them?
Were there deviations from the project during the implementation phase by the construction company, or are we dealing with errors in design and structural dimensioning?
Do the responsible institutions today provide technical and legal guarantees for the safety and sustainability of these facilities?
The Democratic Party demands the immediate suspension of works in that area until the completion of a complete, independent and detailed technical-engineering expertise.
We also call on law enforcement institutions, such as the Supreme Audit Office and the Albanian Supreme Audit Office, to intervene immediately and not wait until what appears today as a technical and institutional violation turns into a disaster with serious consequences tomorrow.
'Durres Marina', from a corrupt affair where public property was embezzled, has become a serious risk to the lives of families and citizens who have invested in that project.
These facts and findings are beyond political debate.
They are alarm bells for the security of life and property.
They are a reminder that, while citizens work and contribute, the government continues to abuse the public interest and deceive Albanians.
