Albania seems to be sliding very quickly towards autocracy. Just like Erdogan who dominates everything, Edi Rama is doing the same, spreading his tentacles into every institution.
Through a decision taken yesterday at a government meeting, Edi Rama will now be in charge of scientific research in the country. Yes, a painter will lead science in Albania.
To be more clear. At the end of the year we left behind, the Parliament approved the law “ On Science and Scientific Research ”, which provided for the establishment of a new supervisory body “ National Council for Science and Scientific Research ”, which will be headed by the Prime Minister. Yesterday, at the government meeting, this body was established.
Although the law states that this body will only have an advisory role for improving scientific research, in practice it undertakes to recommend, not only supportive policies in this direction, but also to orient the fields of scientific research. The Council is expected to be composed of 7 ministers, the minister responsible for science; innovation; energy; agriculture; health; defense and the environment, as well as representatives from higher education institutions, the Academy of Sciences and innovation centers.
During the unilateral approval by the socialist deputies in the relevant article that provides for the functioning of this council, only one word was changed in the functions that this council will perform, replacing 'monitors' with 'analyzes', - " analyzes the national system of science and scientific research as well as the progress towards the integration of the system into the European Research Area (ERA), recommending its improvement as appropriate ". So it seems clear that this body will control scientific research in the country.

Decide:
Organization and functioning of the National Council for Science and Scientific Research
The National Council for Science and Scientific Research (hereinafter, NCSR) is organized as an advisory body for science and scientific research policies and is composed of 19 (nineteen) members.
Anëtarët e KKSHKSH-së, përfaqësues të institucioneve të arsimit të lartë, caktohen nga Konferenca e Rektorëve. Anëtarët përfaqësues të Akademisë së Shkencave të Republikës së Shqipërisë caktohen nga kryesia e Akademisë së Shkencave të Republikës së Shqipërisë. Anëtarët përfaqësues të qendrave të transferimit të teknologjive bujqësore caktohen nga ministria përgjegjëse për bujqësinë dhe anëtarët përfaqësues të Agjencisë Kombëtare të Kërkimit Shkencor dhe Inovacionit dhe të Agjencisë së Inovacionit dhe Ekselencës caktohen nga vetë institucioni.
Me qëllim realizimin e misionit të tij, pranë KKSHKSH-së mund të ngrihen komisione të përhershme apo të përkohshme me anëtarët e këtij këshilli, për studimin e çështjeve e të problematikave të veçanta, që lidhen me politikat e shkencës dhe të kërkimit shkencor.
Veprimtaria e KKSHKSH-së mbështetet nga Agjencia Kombëtare e Kërkimit Shkencor dhe Inovacionit (AKKSHI), në cilësinë e sekretariatit teknik, e cila kryen detyrat e mëposhtme:
a) Siguron mbështetjen teknike për zhvillimin e takimeve dhe përmbushjen e detyrave të lidhura me KKSHKSH-në;
b) Organizon mbledhjet duke propozuar çështjet për diskutim, të përgatitura në bashkëpunim me anëtarë të tjerë dhe aktorë të rëndësishëm të shkencës dhe të kërkimit shkencor, sipas planit të miratuar apo kur ka kërkesë;
c) Mban procesverbalet e çdo mbledhjeje dhe ua dërgon për nënshkrim anëtarëve të Këshillit;
ç) Raporton periodikisht pranë KKSHKSH-së për realizimin e detyrave të përcaktuara në mbledhjet e mëparshme të tij;
d) Realizon zbardhjen e vendimeve që janë marrë në mbledhjet e KKSHKSH-së;
dh) Kryen çdo detyrë tjetër të caktuar nga kryetari i KKSHKSH-së.
Kryetari i KKSHKSH-së thërret mbledhjet dhe i drejton ato, cakton rendin e ditës, drejton diskutimet e bashkërendon punën e KKSHKSH-së.
KKSHKSH-ja mblidhet jo më pak se 2 (dy) herë në vit, por, në varësi të zhvillimeve shkencore në Republikën e Shqipërisë, mund të mblidhet më shpesh, sipas përcaktimeve në rregulloren e brendshme.
Mbledhja e KKSHKSH-së është e vlefshme kur në të marrin pjesë jo më pak se 2/3 e anëtarëve. Në mbledhje mund të marrin pjesë edhe persona të tjerë të ftuar, pa të drejtë vote.
Vendimet merren me shumicën e votave të anëtarëve, që marrin pjesë në mbledhje.
Rastet e lirimit nga detyra të anëtarëve të Këshillit Kombëtar për Shkencën dhe Kërkimin Shkencor
Anëtarët e KKSHKSH-së qëndrojnë në detyrë për sa kohë anëtari ushtron funksionin në institucionin që përfaqëson, me përjashtim të evidentimit të rasteve të lirimit nga detyra të anëtarit. Anëtari që zëvendëson anëtarin e liruar caktohet sipas përcaktimeve të pikës 2 të këtij vendimi.
Anëtari i KKSHKSH-së lirohet nga detyra në rastet e mëposhtme:
a) Kur deklarohet i paaftë për punë nga komisioni kompetent mjekësor, në bazë të legjislacionit në fuqi;
b) Kur jep dorëheqjen;
c) Kur largohet nga institucioni që përfaqëson;
ç) Në rast se nuk merr pjesë në mbledhjet e KKSHKSH-së për më shumë se 2 (dy) mbledhje radhazi, pa shkaqe të justifikuara;
d) If, for objective reasons, it becomes impossible to perform the duty as a member of the KCSA.
Final provisions
The ministry responsible for science and scientific research, the ministry responsible for economy, culture and innovation, the ministry responsible for infrastructure and economy, the ministry responsible for agriculture and rural development, the ministry responsible for health and social protection, the ministry responsible for defense, the Academy of Sciences of the Republic of Albania, the Agricultural Technology Transfer Center, the National Agency for Scientific Research and Innovation and the Agency for Innovation and Excellence are charged with the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette".
