With a surprising move, the team of FBI experts attached to the National Bureau of Investigation has created anxiety among prosecutors and SPAK officials, as they will face the verification of the oath they took when they started their duties.
In the information received by "Pamphlet", it is stated that in implementation of the leading and supervisory role, the FBI, acting according to the law on the Special Prosecutor's Office in the Annex of the Constitution of Albania, will disclose the telephone and electronic communications made by the prosecutors and officials of SPAK .
In the same way, the telephone and electronic communications of their family members will be disclosed; because this is how the legal condition for SPAK officials and the forms-contracts of agreement, which they signed when they were appointed, defines.
The FBI team that is attached to BKH will use the verification practice used by the FBI in the USA; initially asking the prosecutors and SPAK officials to declare if they and their family members have e-mail addresses, social networks and other phone numbers, in addition to the ones they declared in the forms when they started work in January 2020.
Likewise, they will be asked to declare if they and their family members have used "Sky-ECC" phones during the 4 and a half years they have been in office, due to the fact that, according to the "Metamorfoza" file, there are SPAK prosecutors and officials, who have communicated with such phones for bargains with investigations and warnings of arrests.
The FBI will verify the phone records and electronic communications of SPAK officials and their families; starting from the fact that they have not started, many reports and investigations have been delayed and stopped, for high officials, businessmen and powerful exponents of the world of crime related to power and concessions.
But also from the fact that for 4 and a half years, the former leader Arben Kraja and the current leader Altin Dumani, have not implemented the annex of the Constitution, for keeping under surveillance the telephones of prosecutors and SPAK officials and their family members, not putting we use the equipment brought by the FBI, but also because investigations and arrest actions have been debunked.
Surveillance of phones, e-mail addresses and their social networks is defined as an obligation in Article 48 of Law No. 95, dated October 6, 2016; but former manager Arben Kraja did not put the surveillance device into use, while Altin Dumani started it, but stopped it 1 month after starting his job.
Non-enforcement of the law and indications that some SPAK prosecutors and officials communicate with individuals subject to investigation have forced the FBI team to verify communications and even impose the deployment of surveillance equipment and self-declaration every 6 their month./ Pamphlet
