IPARD funds, DP requests an investigative commission; request with 45 signatures

The Democratic Party has submitted to the Parliament a request signed by 45 MPs for the establishment of a parliamentary investigative committee regarding IPARD funds.

After the Socialist Party's refusal to hold a debate on IPARD program funds in agriculture, opposition MPs have requested the establishment of an Investigative Committee for this purpose.

OLAF recommended to the European Commission to consider part of the funding of the first and second calls for proposals for the IPARD II programme in the amount of 33 million euros inadmissible, which subsequently led to the suspension of these funds. IPARD III programme funds in the amount of 112 million euros were also suspended.

So, as a result of very serious violations of legal and contractual obligations, which OLAF considered "criminal" and "corrupt", Albanian farmers were denied the opportunity to benefit from 112 million euros of financial support from the European Union, within the framework of the IPARD III program, part of the IPA III Framework Agreement.

In order to control the implementation of the IPA II Framework Agreement and the IPARD II Sectoral Agreement, verify the process of selection, approval and financing of winning applications for IPARD II funds, analyze the compliance with legal and contractual obligations by the beneficiaries of IPARD II funds in the project implementation phase, evaluate the actions and inactions of the institutions responsible for the IPARD II program, identify possible violations and irregularities in the administration of these funds, as well as assess the need to take legal measures, in order to prevent negative phenomena in the future, the opposition deputies request the establishment of an Investigative Committee of the Assembly for the Control of Legality in the Administration of IPARD II Program Funds, states the submitted request.

According to the Democrats, the Commission will have as its object of activity: (i) Control of the implementation of the IPA II Framework Agreement and the IPARD II Sectoral Agreement between the Republic of Albania and the European Commission; (ii) Verification of the process of selection, approval and financing of winning applications for IPARD II program funds; (iii) Analysis of compliance with legal and contractual obligations by beneficiaries of IPARD II funds in the project implementation phase; (iv) Identification of possible violations and irregularities in the administration of IPARD II program funds, as well as the issuance of institutional responsibilities; (v) Assessment of the need to take measures, including legal interventions through the adoption, correction or completion of relevant legislation to guarantee the principles of legality, integrity, accountability and transparency in the administration of European Union financial assistance and public funds, in accordance with the principles of the rule of law and parliamentary oversight; (vi) Commit to proposing for approval all necessary legal measures to avoid in the future the situations identified in the investigation report of the European Union Anti-Fraud Office (OLAF), and to protect the financial interests of the EU from illegal activities, by proposing the concrete measures that are necessary for the responsible institutions of the European Union to recommend the unblocking of funds for Albania for the IPARD III program.

The Commission is proposed to consist of 11 members, of whom the chairman and four members belong to the Democratic Party Parliamentary Group and six members to the Socialist Party Parliamentary Group.
