Edi Rama has fired up the engines for a new political season, launching an aggressive campaign of dismissals in local government, which seems to be just the prelude to a larger shake-up that is being prepared in the central government structures.

After the public demand for the director's resignation in Vlora, the same scenes were repeated in Durrës and Fier and the signals are clear: the purge has just begun.

The Prime Minister has announced a deep reform for the release of public spaces, for the control of the territory, drinking water, healthcare and even medicines and oil. His rhetoric is harsh, talking about “xanuna lands” and about a local administration that has become allies of abuse, where municipal police and inspectorates have become part of the problem, not the solution. “ Tolerance towards xanuna lands… will be radically addressed with a new legal reform ,” Rama declared today.

But as he talks about "sacred lands" and the incompetence of local government, many ask: why now? Why did the Prime Minister remember after 12 years in power that public services are rotten, inspectorates are captured and local leaders are incompetent? Wasn't it precisely the political appointments of his government, the ministers and directors who led these institutions for a decade? It seems that the new "reform" campaign is yet another attempt to deflect blame, to wash his hands of accumulated responsibilities and to once again appear as the "cleaner" of the system he himself built.

Instead of having a reflection on previous failures, we have a new spectacle of purges, which, if not accompanied by transparency and accountability, risks remaining just a political maneuver to cover the government's consumption on the eve of a fourth term.

But beneath this reformist rhetoric, it is becoming increasingly clear that a wave of purges is being prepared that will include the highest levels of the executive. Voices for a restructuring of ministries, changes of portfolios and the departure of many ministers and deputy ministers are increasingly strong. It is likely that September will bring not only changes, but a real political earthquake that will recompose the face of the Rama government.

Internal sources speak of a deep filtering of names that have created public consumption or that have been linked to clientelistic schemes. The list of "undesirables" is said to be almost ready, while the head of government is using the summer months to test and measure the loyalty and performance of his associates. While the opposition is in deep crisis, Rama seems to be "cleaning house" to prepare for the new phase of the fourth mandate and the local by-elections. /Pamphlet
