Prime Minister Edi Rama announced today the creation of "Albanian Digital Solutions", a 100% state-owned company that will operate in parallel with the Albanian Digital Agency.
The announcement comes at a time when the AKSHI is under the shadow of investigations and criticism over tenders, cybersecurity and the management of public systems...
Edi Rama appeared at a conference on Chapter 5 of the negotiations with the EU, "Public Procurement", but the real political signal was different. The Prime Minister confirmed the creation of a new state structure for digital technology, called "Albanian Digital Solutions", which will function separately from the National Agency for Digital Services.
Practically, Rama is creating a sister of the AKSHI, at a time when the institution that manages state digital systems has been involved in strong debates following cyberattacks, tender procedures, and SPAK's interest in certain contracts.
The Prime Minister tried to present the project as part of the European integration process and public procurement reform. According to him, the new system will guarantee transparency and full traceability of procedures.
"Each announcement will be published simultaneously in the European Tender Daily. We will be in a completely different phase," declared Rama, linking the project to the political objective "Albania in the EU 2030".
But the part that attracted the most attention was the clear distancing from AKSHI.
Rama publicly declared that "AKSHI is no longer alone," confirming that the new company will have an independent role and will recruit specialists with salaries higher than the market.
Essentially, the government is building a new parallel structure, with total state funding, in a sector where control has until now been concentrated in the National Agency for the Protection of the Environment. And this is happening precisely at a time when the opposition and experts have raised questions about the way millions in technology and public contracts have been managed.
Rama said that “Albanian Digital Solutions” will aim to take “the best of the market” and turn technology into the engine of state administration. But it remains unclear what concrete competencies the new company will have and how responsibility will be shared with the AKSHI.
