EU Chapter 5, Rama: Albania exceeds the European average for public procurement

Prime Minister Edi Rama says that Albania has made significant progress within Chapter 5 of negotiations with the European Union, which relates to "Public Procurement".

According to the Prime Minister, our country performs positively in some of the main indicators set by the EU for competitiveness and transparency in public procurement procedures.

Rama mentioned the fact that in the EU the average of contracts with one bidder constitutes 32.3 percent of contracts, while in Albania they are 23.5 percent, 

"If we put into context the position of our country in the main indicators that the EU defines for competitiveness, if we look at the table, if on average contracts with a single bidder are 32.3% of contracts in EU countries, for Albania they are 23.5%. If in the list of member countries there are many countries that start from 57% and go down to 38%, Albania is among them and countries like Sweden or Germany. Our country is above these, by very little, 23.5%.

Even in the number of bidders for procedures, which the report defines as 3.2 bidders, Albania has 3.7 bidders on average and further in Albania, in 2025, the number of public procurements that were closed with a winner and had only one bidder is 12%, while the EU average is 14%.

"All of this says nothing more and nothing less than the fact that Albania is at a very advanced stage of progress in this field and, on the other hand, in its position at the negotiating table with the EU,"  Rama declared.
