The Democratic Party has filed a complaint with the Tirana Prosecutor's Office against the SP candidate for deputy, Ervin Doda, who is running on May 11 in the Shkodra District. The Democrats accuse Doda of the criminal offense of "Forgery of seals, stamps or forms."
In the complaint submitted, the DP claims that Ervin Doda submitted false data in the 'Self-Declaration Forms' submitted to the Central Election Commission, both in 2023 when he ran for member of the Fushë Arrëz Municipal Council, and in 2025 as a candidate for deputy in the parliamentary elections.
The DP states in the complaint that on March 23, 2023, Ervin Doda declared in the Self-Declaration Form that he has never been detained by law enforcement agencies for committing a criminal offense and has never been assigned a personal coercive measure.
Meanwhile, on March 12, 2025, when he ran for MP, the DP says that he admitted that he was ordered to be arrested in prison by the Puka Judicial District Court for the criminal offenses of "Threat" and "Illegal Possession and Production of Weapons, Explosive Weapons and Ammunition" but "in the "Period, Date" section, he marked the date "07.07.2026"," the complaint states, while the DP adds that from 23.02.2016 to 07.07.2016, for about 5 (five) months, he was under arrest in prison.
In both forms, referring to question no. 4, Doda declared that he had never been arrested for any criminal offense. According to the DP report, this constitutes a false declaration and contains the elements of the criminal offense of “Forgery of seals, stamps or forms”, provided for by article 190, paragraph two of the Criminal Code.
The DP demands that the Prosecution launch investigations into this case and verify the data declared by the socialist candidate.
DP's criminal complaint against Doda
"On 23.03.2023, citizen Ervin Doda, Socialist Party candidate for member of the Fushë Arrëz Municipal Council, submitted the Self-Declaration Form to the Central Election Commission. In question no. 4 "Have you ever been detained by law enforcement agencies for committing a criminal offense?", he stated "NO". Likewise, in question no. 5 "Has a personal security measure ever been imposed, in force or not?", he stated "NO".
On 12.03.2025, citizen Ervin Doda, candidate of the Socialist Party for deputy of the Assembly of Albania in the Shkodra Region, submitted the Self-Declaration Form to the Central Election Commission. In question no. 4, with the content cited above, he declared «NO». While, in question no. 5, he declared «YES», with the coercive measure «arrest in prison», by the Puka Judicial District Court for the criminal offenses of «Threat» and «Illegal possession and production of weapons, explosive weapons and ammunition», provided for by articles 84 and 278 of the Criminal Code. In the section «Period, date» he marked the date «07.07.2026», the report states.

From the verifications carried out by us, it is proven in both self-declaration forms, in response to questions no. 4 and no. 5, that citizen Ervin Doda has presented false circumstances, as it turns out that from 23.02.2016 to 07.07.2016, for about 5 (five) months, he has been under arrest in prison, suspected of committing the criminal offenses of intimidation and illegal possession of weapons, provided for by articles 84 and 278 of the Criminal Code. In both forms in response to question no. 4, he has declared that he has never been arrested for committing a criminal offense, while it turns out that he has been arrested and has remained under arrest for five months. In the form of the year 2023, in response to question no. 5, did not declare any data, while in the 2025 form he declared incomplete data regarding the period of his stay with the coercive measure of arrest in prison.
4. Under these conditions, there is a reasonable suspicion, based on evidence, that citizen Ervin Doda, candidate for deputy in the Shkodra Region from the multi-name list of the Socialist Party subject to preferential voting, has committed the criminal offense of "Forgery of seals, stamps or forms", more than once, as provided for by Article 190, paragraph two, of the Criminal Code.
