" The 8-month plan of these expenses has been realized to the extent of 94.8%. The salary fund allocated for 2023 is calculated for a planned number of 437 employees and deputies. During this budget period that is being analyzed, as mentioned above, the legal framework for salaries has changed, which has influenced the increase in the salaries of MPs and the political and administrative staff of the Assembly. For this, the Ministry of Finance and Economy, with no. 11908/1 dated 03.07.2023, allocated additional funds, in the amount of 232 million ALL, from the contingency fund. The value of ALL 557 million has been spent on the number of 405 employees and deputies, including the political and temporary staff, under contract ," the Assembly emphasizes.
But it doesn't end there, as MPs have other benefits. They receive call reimbursements, fuel reimbursements, rent payments and per diems. And staying with the latter, the Assembly informs that in the first 8 months of this year, 80 trips abroad were held with 220 participants. So the deputies have traveled several times, plus the staff of the Assembly.
" During the 8-month period, 50% of the actual expenses are the expenses stipulated by the status of the deputy, 14% are the maintenance expenses of the electronic systems in compliance with Decree No. 710 dated 21.08.2013 "On the creation and operation of information storage systems , continuity of work and service level agreements" to ensure planned maintenance during 2-4 years; 11.4% are expenses for the trips of parliamentary delegations (80 travel orders were issued during the 8 months, participation in work meetings, parliamentary assemblies, official visits, conferences, etc.) for 220 participants in total); 2.7% of the fact in this item includes utility expenses, such as electricity and water and landline telephones, and other expenses such as waiting and escorting, payment of experts for investigative and special commissions, payment of court decisions against former deputies ( creditors), etc. , the report states.
