The result of the elections in Kavaja is a black page in Albania's electoral history: a dirty bargain; where the mafiosi who went out the door came back in through the window, Rama lowered his head, Berisha shut his mouth and Rroshi signed. The vote did not speak. The vote was signed in the dark.
The difference of nearly three thousand votes in favor of the DP in a city where the Socialist Party had not seen a defeat since the time of Rroshi is not news to celebrate, it is an alarm to understand how votes have degraded in Albania.
In 2023, the current mayor Fisnik Qosja won by 11,700 votes. In 2025, the same figure “won” again, but not on merit, but by agreement.
In this story, the PS did not lose from incompetence, the PS was betrayed by itself. It was betrayed in Luz, the old bastion of the left, in Golem, in Spille, in Synej, in every area where until yesterday there was an organization, and today there is silence and suspicion. It was betrayed by names that used the acronym to make their people deputies. Because in Kavaja there was not simply a campaign, there was a coordinated movement to give Rama the opportunity not to lose elsewhere, by silently surrendering Kavaja.
On the list was Pandeli Majko. An old name, a consolidated figure. But even this did not help. Because on the ground it was action, not ideal. And the action was called Elvis Rroshi. Yes, the one who once went out the door with scandals and falsifications, has returned through the window as the man who determines the mandates. Rroshi, who has not only received leftist votes, but has put them in the PD's bag to guarantee the victory of Qose, who is more Rama's than Berisha's.
But how is this possible? With everyone's blessing. Rama mentioned the name of the leader of the DP of Kavaja several times during the campaign, but not to hit him, to warn him as part of the pact. Berisha remained silent! And he did not remain silent out of concern, but out of calculation: because he was told by his base that, "without Rroshi we cannot win". And he accepted. Why? Because now there are no more standards. There is only survival.
In this scheme, the silence of the DP leader in Kavaja after losing the primaries in the Tirana district was not non-involvement, it was a green light for a done deal. Reliable sources from the local SP clearly say: “Rroshi brought the victory. He organized it, he led it, he guaranteed it.” But not for ideals. For the sake of account.
And don't think that Rama didn't know. The wink he gave Fisnik Qose in Saranda was much more than a protocol reflex. It was a sign of consent to a silent agreement. Especially when it is known that one of the most powerful businessmen in Kavaja is the mayor of Saranda, placed there with the full support of Rama and Rroshi, who today act as an invisible duo in every local negotiation.
From Redian Krali, the former mayor who rejected the Golem mafia, Kavaja has passed into the hands of those who allowed this mafia to become an electoral factor. Krali disappeared because he did not accept the bargain. Qosja was elected because he is part of the bargain. Rroshi was expelled for morals. Today he has returned without morals, as a guarantee for false rotation, and a return under the flag of another.
And this is not a battlefield between parties. This is a commercial bank for mandates. Rama sells one area to save another. Berisha buys a victory to keep a name alive. Rroshi mediates. Citizens? They only stamp what is placed on the table./ Pamphlet
