The Constitutional Court postponed the request for Butrinti with the argument that the 36 signatory MPs as parties in this case did not give the authorization to represent them.

The chairperson of the GJK has emphasized that 28 signatures are needed for the consideration of the case and the date for the next session was set for July 11.

DP MP, Ina Zhupa told the media that it cannot be allowed that an area protected by UNESCO be left in the hands of a foundation that, according to her, will interpret the findings, considering the latter as Greek heritage.

The deputy argued that such an area should not be removed from the competences of the Ministry of Tourism and that the municipality of Saranda should be put in the role of implementing the orders given by the foundation.

" What happens in Butrint is that every finding will be interpreted by this staff and they will alienate history with their theses that Butrint has Greek heritage. What happens next is the fact that Butrint is removed from the competences of all state bodies, from the Ministry of Tourism or the Agency of Protected Areas, because it has an extraordinary economic tourism potential. Even the municipality of Saranda has been put in the role of an apprentice for the foundation, where the foundation gives orders regarding what needs to be done and has no competence within its own area. The Paris Convention, of which we are a party, strictly prohibits foundations from taking over UNESCO's assets. We invite the foundation to give donations to Butrint, but by no means to take under the administration a UNESCO property, " said Zhupa.

Zhupa has often been involved in debates with the Minister of Culture Elva Margariti, as he claims that the park of Butrint is being given to the private sector for 10 years. Zhupa has stated that regarding this project no opinion has been obtained from any archaeologist, while they do not even have approval from UNESCO.

Amid numerous debates between the opposition and the majority, a few months ago the assembly approved with 75 votes in favor, 18 against and 1 abstention the agreement for the management of the Butrintin National Park by the Albanian-American foundation AADF, in which the state is also a part. 

The agreement aims at the development of Butrint Park, and its return to an important tourist point. The Foundation for the management of Butrint is created in partnership with the non-governmental Albanian-American Development Foundation (AADF) and will consist of 5 members, 2 of which are from the Ministry of Culture, 2 others from the strategic partner AADF, while a fifth is British foreign archaeologist Richard Hodges. The initial financial contribution of the strategic partner is 5 million dollars, while that of the Ministry of Culture is 2 million dollars.
