The 8th Intergovernmental Conference between Albania and the European Union has officially begun in Brussels, one of the most important stages of the integration process, as it paves the way towards the closing phase of negotiations for the "Foundations" chapter group.
The 8th Albania-European Union Intergovernmental Conference, a key meeting for the country's European integration process, has begun in Brussels. The conference, which officially started at 7:00 PM, is considered a crucial moment in Albania's negotiations with the EU, as it officially opens the way to the phase of closing the negotiating chapters for the first time.
The Albanian delegation is headed by Prime Minister Edi Rama, accompanied by Chief Negotiator Majlinda Dhuka, Minister for Europe and Foreign Affairs Ferit Hoxha, Minister of Interior Besfort Lamallari, and Minister of Justice Toni Gogu.
A few minutes before the start of the conference, Rama arrived at the Council of Europe in Brussels, where a family photo was taken with representatives of member states and European officials.
In his statement to the media, the Prime Minister described this round of negotiations as a historic moment for Albania.
" It is a very, very important moment in our journey towards membership and it is a moment for which we have been working very hard for a long time. And it is a moment where half of the work, if I may say so, of the open chapters will be closed and the other half of the closure will be opened ," Rama declared.
The conference takes place after the Committee of Permanent Representatives of the European Union member states, COREPER, confirmed that Albania has fulfilled the interim conditions for the "Foundations" chapter group.
This chapter group is considered the most important in negotiations with the EU, as it includes key issues such as:
-Chapter 23 “Judiciary and Fundamental Rights”;
-Chapter 24 “Justice, Freedom and Security”;
-functioning of democratic institutions;
-reform in public administration;
-the fight against corruption and organized crime.
In practice, this meeting in Brussels serves to determine the conditions and milestones that Albania must meet to move to the phase of closing negotiations for these chapters.
However, the final document approved by the EU Council has a tougher and more conditional tone than the initial draft of the European Commission. The focus is on the rule of law, concrete results in the fight against corruption, and support for SPAK.
The document also mentions political pressures on SPAK, while corruption is described as a "fundamental concern" that requires tangible results.
Asked by journalists about the debate on removing the veto from member states in some European Union decision-making, Rama said he supports this idea, but stressed that it is related to a deeper political transformation of the union itself.
" I have actually mentioned them, I have been a champion of different approaches in the past because I have learned that the capacity to continue enlargement, as has happened before, is not there in the important capitals. And it is very clear on the other hand that if it is done properly, it is the right thing to do. So I support it, but it needs to be discussed, it needs to be conceived properly because it is not about an easy membership. It is about firstly a real political union and secondly a journey to full membership with full rights together with the necessary reforms of the European Union ", declared the Prime Minister.
Rama also emphasized that Albania remains one of the most pro-European and pro-Atlantic countries on the continent.
“ Listen, Albania is a country that has always been 100% in line with EU foreign policy, so we have not felt any pleasure in imagining having a veto, being the most pro-European Union and pro-Atlantic country in Europe. And when I say the most pro-EU country, I am talking about the EU barometer, I am not talking about what we think. We are EU fanatics, so EU fanatics cannot veto EU decisions ,” he said.
Before the start of the conference, Rama also held a meeting with the Prime Minister of Belgium, Bart De Wever.
The conference is expected to last until around 20:15, while at the end Rama and European Union officials will hold a joint press conference, where the main messages and conclusions of this round of negotiations are expected to be made public. / Pamphlet
